Job Title: Technical Project Manager II (Agile, Scrum) – Contractor

Location: Philadelphia, PA (Hybrid – 4 days onsite per week)

Duration: 29 Weeks

Position Overview

We are seeking a highly skilled Technical Project Manager II with a strong background in Agile and Scrum methodologies to lead complex, enterprise-level IT programs. This role requires a strategic thinker and servant leader who can drive cross-functional teams toward successful delivery of technical services and software solutions.

Key Responsibilities

• Lead and manage one or more enterprise-wide IT programs consisting of multiple projects.
• Develop program strategies, business cases, and high-level project plans.
• Ensure integration and alignment of projects with business goals, adjusting scope, timing, and budgets as needed.
• Provide coaching on Agile processes and tools to team members.
• Enact and uphold Scrum values and practices across teams.
• Deliver projects on time, within budget, and aligned with strategic objectives.
• Track key milestones and recommend adjustments to project plans.
• Communicate program strategy, direction, and changes to IT and business leadership.
• Partner with senior business leaders to identify and prioritize IT opportunities.
• Manage technical service engineering programs to meet product/service objectives.
• Coordinate across engineering and development teams to ensure successful deployment and sustainability.
• Identify delivery risks and drive mitigation strategies.

Qualifications:

Required Qualifications

• Bachelor’s or Master’s degree in Computer Science, Business Administration, or a related field – or equivalent work experience.
• Project Management certification (e.g., PMP, PMI-ACP, or equivalent).
• 5–7 years of experience in Project Management within an Agile environment.
• Proven experience as a Scrum Master with a deep understanding of servant leadership.
• Extensive knowledge of Project Management methodologies and tools.
• Strong organizational, communication, and interpersonal skills.
• Ability to work effectively in cross-functional teams and build strong relationships.
