Portland State University’s Capital Projects & Construction (CPC) department is recruiting for a talented and proactive individual with experience in full-cycle construction project management with an innovative focus on sustainability and accessibility. Reporting to the Assistant Director of CPC, they oversee projects by providing timely, cost effective, and professional services that enhance the instructional, research, and service goals of the university.

The Project Manager will receive in-depth on-the-job training and will be responsible for overseeing the planning, design, and construction of capital construction and repair projects with a total budget of less than $5M. In consultation with colleagues across the university, this position interviews, hires, and directs the work of design consultants and construction contractors in order to execute the project work from conception to completion. Working closely with CPC architects, drafters, engineers, and construction services staff, this position may also assist with the completion of larger and more complex projects.

CPC is an unfunded unit within the University this position is expected to work 70% of the time on billable projects.

Capital Projects & Construction is a team-oriented workplace where the staff take pride in maintaining and constructing the spaces necessary to serve PSU’s students. The atmosphere is collaborative and casual, but with a high emphasis on serving our clients by delivering quality projects on time and on budget.

This is a permanent full-time position within an innovative team-oriented environment located in downtown Portland, and includes a comprehensive benefits package with paid time off including paid sick time, paid holidays and paid vacation days, 95% employer-funded premium healthcare, 100% employer-funded retirement plans, and 70% off of tuition for the employee, dependent children, and your spouse or domestic partner. Remote work is limited to 1-day per week and anything beyond that will need to be approved by your supervisor.
Minimum Qualifications
  • Four years of experience managing construction projects that include engineering-related work from conception to completion
  • Bachelor’s Degree in Construction Management, Construction Engineering, other applicable disciplines of Engineering, Business Administration or related degree.
  • Demonstrated flexibility in task organization to respond to changing needs and requirements.
  • Experience managing multiple projects at one time.
  • Demonstrated sound judgment, anticipatory skills, confidentiality, negotiation, problem solving, communication, and customer service skills.
  • Basic knowledge of contract implementation and legal requirements associated with construction contracting.
  • Experience writing request for proposal (RFP) documents, creating project schedules, reviewing/approving pay applications and change orders.
  • Basic knowledge and experience with Microsoft Word, Microsoft Excel, Microsoft PowerPoint, scheduling software such as Microsoft Project, and other project management software.
Preferred Qualifications
  • Experience working with projects seeking LEED Certification and other sustainability credentials.
  • Understanding of contract implementation and legal requirements associated with Oregon contracting law.
  • Experience working on projects at a Higher Education institution.
  • Basic understanding of AutoCAD, Revit, Bluebeam and other construction design related software.
  • Experience with CMGC and Design Build procurement and projects.

Total Compensation Range & Benefits Statement
The starting annual salary rate for this position will be between $65,100 and $75,686. The starting salary may be negotiable above this range, however it will be dependent upon the knowledge, experience, skills and abilities of the chosen candidate, the budget of the hiring department, and approval from HR.

Portland State has an excellent benefits package including 95% employer-paid health insurance premiums (employees and eligible dependents) and significantly reduced tuition rates for employees and eligible dependents at any of the Oregon Public Universities. After completing six full months employees are eligible to the employer-paid pension program in addition to two voluntary retirement programs.
