Software Test Development & Evaluation Manager – WIC Overseas Program – Hybrid

Choctaw Advantage Solutions (CAS) is seeking an experienced Software Test Development & Evaluation Manager to lead the planning, execution, and evaluation of software development and testing activities for the Women, Infants, and Children (WIC) Overseas Program in support of the TRICARE Overseas Program Office and Department of Defense.
This role provides technical and operational leadership across cross-functional teams to ensure software solutions meet user requirements, quality standards, performance expectations, regulatory requirements, and organizational goals. The Manager will oversee software testing and evaluation activities, establish quality control processes, analyze system performance, and provide technical recommendations to leadership and stakeholders.
The ideal candidate will bring a strong combination of software development life cycle (SDLC), software testing, systems evaluation, program management, data analysis, quality assurance, and technical leadership experience. Experience supporting Government, DoD, healthcare, public health, or WIC-related programs is highly desirable.
Key Responsibilities
- Lead the planning, development, execution, and evaluation of software testing and quality assurance activities.
- Manage and provide oversight of cross-functional teams supporting software development, testing, evaluation, implementation, and system enhancement activities.
- Develop and maintain comprehensive test strategies, test plans, test cases, evaluation methodologies, and quality control processes.
- Establish and implement software testing standards, procedures, and best practices.
- Evaluate software solutions for functionality, performance, usability, security, scalability, reliability, and alignment with user requirements.
- Monitor software development activities, project milestones, deployment activities, testing schedules, and deliverables.
- Track and evaluate software defects, system issues, risks, and performance concerns through resolution.
- Analyze qualitative and quantitative data, testing results, system performance metrics, and quality control findings.
- Develop performance metrics and evaluation methodologies to measure system effectiveness and identify opportunities for improvement.
- Ensure software development and testing activities comply with applicable organizational, contractual, regulatory, security, and industry requirements.
- Coordinate with software developers, engineers, project managers, business stakeholders, Government representatives, and end users throughout the software development life cycle.
- Review requirements and ensure appropriate traceability between user requirements, system functionality, testing activities, and evaluation results.
- Prepare technical reports, presentations, assessments, status reports, and other contract deliverables for leadership and stakeholders.
- Identify opportunities to improve software development, testing, evaluation, quality assurance, and program processes.
- Provide technical leadership, mentoring, and guidance to team members.
- Support audits, inspections, system reviews, program evaluations, and Government data calls as required.
- Perform other duties as assigned in support of program objectives.
Required Qualifications
- Bachelor’s degree in Computer Science, Information Technology, Business Administration, Public Health, Health Information Technology, or a related field.
- 5–8 years of progressive experience in program management, software development life cycle (SDLC), software testing and evaluation, systems analysis, technology program management, or a related discipline.
- Demonstrated experience managing or overseeing software development, testing, evaluation, implementation, or system enhancement activities.
- Experience leading or coordinating cross-functional technical teams and managing multiple projects, priorities, schedules, and deliverables.
- Demonstrated experience developing and evaluating qualitative and quantitative performance metrics, conducting data analysis, and implementing quality control (QC) processes.
- Experience evaluating software or information systems against user requirements, business objectives, performance standards, and applicable regulatory or contractual requirements.
- Experience with software development life cycle methodologies and software quality assurance practices.
- Strong understanding of software testing principles, test planning, defect management, system evaluation, and quality control.
- Proficiency with Microsoft Office Suite, including Word, Excel, and PowerPoint.
- Experience with MS Project, database applications, project management tools, data analysis tools, or similar technologies.
- Strong written and verbal communication skills, including the ability to prepare technical documentation, reports, presentations, and contract deliverables.
- Strong analytical, organizational, problem-solving, and decision-making skills.
- Ability to manage competing priorities and work effectively in a deadline-driven environment.
- Ability to interpret and apply technical, regulatory, contractual, and organizational requirements.
- Ability to pass required background investigations and obtain and maintain any Government security clearance required by the contract.
Highly Preferred Qualifications
- Experience supporting Government, Department of Defense (DoD), healthcare, public health, or human services programs.
- Direct experience supporting WIC, WIC Overseas, nutrition programs, public health technology, or benefits administration systems.
- Familiarity with WIC Overseas program requirements, processes, systems, or operational environments.
- Experience with Participant Information Management Systems (PIMS), Electronic Benefits Transfer (EBT), or comparable benefits, healthcare, or information management systems.
- Experience managing software development or system evaluation programs within a Federal Government or regulated environment.
- Experience with Agile, Scrum, DevSecOps, SDLC, software quality assurance, or test automation methodologies.
- Experience developing system evaluation plans, test strategies, requirements traceability matrices, performance metrics, and quality assessments.
- Experience with automated software testing, continuous integration/continuous delivery (CI/CD), and test automation frameworks.
- Experience evaluating software performance, security, integration, usability, and user acceptance.
- Experience supporting Government inspections, audits, program reviews, or compliance assessments.
- Master's degree in Computer Science, Information Technology, Public Health, Healthcare Administration, Business Administration, or a related field.
- Relevant professional certification such as Project Management Professional (PMP), ISTQB, Certified Software Tester (CSTE), Certified Software Quality Analyst (CSQA), Agile/Scrum, or another relevant industry certification.
Security & Compliance
The selected candidate must be able to successfully complete applicable U.S. Government background investigations and obtain and maintain any required security clearance or access authorization associated with the position.
Additional compliance requirements may apply based on the Government contract and program assignment.
Ideal Candidate
The ideal candidate is a technical and program management leader who understands both how software is developed and how software systems should be tested, evaluated, measured, and improved.
This individual should be comfortable working across technical and operational teams, translating user and program requirements into effective testing and evaluation strategies, analyzing system performance, identifying risks, and communicating findings and recommendations to leadership.
Candidates with experience supporting Federal Government, DoD, healthcare, public health, WIC, or other regulated programs are particularly encouraged to apply.
