Deputy Program Manager (DPM) – WIC Overseas Program – Hybrid
Position contingent upon successful contract award

Choctaw Advantage Solutions (CAS) is seeking an experienced Deputy Program Manager (DPM) to support the management and execution of the Women, Infants, and Children (WIC) Overseas Program in support of the TRICARE Overseas Program Office and Department of Defense.
The WIC Overseas Program supports approximately 10,000 participants each month across approximately 38 OCONUS locations, providing eligible military families and other authorized participants with nutrition education, healthy food benefits, nutrition and health screening, and access to additional family resources.
The DPM will work closely with the Program Manager to oversee day-to-day operations, personnel, program performance, and delivery of services across a geographically dispersed OCONUS workforce.
Key Responsibilities
- Support the Program Manager in the day-to-day management and operational oversight of the WIC Overseas program.
- Assist with management and coordination of operations across approximately 38 OCONUS locations.
- Oversee assigned delivery-order activities and coordinate teams of professionals, consultants, functional experts, and analysts.
- Organize, direct, and coordinate planning and execution of assigned program activities.
- Support workforce planning, staffing, workload distribution, and employee performance.
- Supervise and develop personnel while ensuring appropriate workload prioritization across geographically dispersed teams.
- Assist with assessment of staffing requirements and management of Other Direct Costs (ODCs).
- Monitor program performance, identify operational issues, and assist with corrective actions and process improvements.
- Support implementation of program plans, policies, procedures, and business-process improvements.
- Assist with Government reporting, briefings, presentations, and contract deliverables.
- Interpret and apply applicable Government regulations, contract requirements, policies, and procedures.
- Serve as a key liaison with Government representatives, installation personnel, organizational leadership, and other stakeholders.
- Support the Program Manager with operational continuity and assume delegated leadership responsibilities when required.
- Travel internationally and domestically as necessary to support program operations.
Required Qualifications
- Bachelor’s degree in Business Administration, Management, Public Administration, Healthcare Administration, Public Health, Nutrition, or a related field preferred; degree requirements may vary based on contract requirements.
- Minimum six (6) years of progressive management experience in an office, production, healthcare, public health, human services, or comparable operational environment.
- Minimum three (3) years of experience managing teams of comparable size and scope.
- Demonstrated experience managing complex projects, programs, or delivery orders involving multiple functional disciplines.
- Demonstrated personnel management experience, including workload prioritization and resource allocation.
- Strong understanding of program planning, operational execution, performance management, and process improvement.
- Demonstrated ability to interpret and apply complex regulatory and Government contract requirements.
- Advanced proficiency with Microsoft Office, including Word, Excel, PowerPoint, and Outlook.
- Excellent written and verbal communication skills, including experience preparing internal and external reports and presentations.
- Strong organizational, analytical, problem-solving, and decision-making skills.
- Ability and willingness to travel internationally and domestically as required.
- Must be a U.S. citizen or legal permanent resident and able to obtain and maintain any required background investigation or security clearance.
Highly Preferred Qualifications
- Experience supporting DoD, TRICARE, military installations, or OCONUS programs.
- Experience with WIC, WIC Overseas, nutrition, public health, healthcare, or family-support programs.
- Experience managing large, geographically dispersed or multi-site government programs.
- Experience managing temporary, seasonal, or surge workforces.
- Experience managing Government service contracts or delivery orders.
- Experience supervising large teams across multiple locations.
- Experience with Government reporting, contract performance management, and customer relationship management.
- Experience supporting EBT systems, participant information management systems, or other enterprise-level technology platforms.
- PMP, PgMP, or other recognized program/project management certification.
- RD/RDN, RN, MPH, MBA, or other relevant professional credentials are a plus.
The Ideal Candidate
The ideal DPM will be a strong second-in-command who can move comfortably between the 30,000-foot view and day-to-day execution. This individual should be highly organized, comfortable managing people and competing priorities, and capable of translating Government requirements into practical operational plans.
Experience managing large, geographically dispersed teams in a federal, military, healthcare, public health, or human services environment is highly valued.
