Program Manager – WIC Overseas Program Hybrid 

Position contingent upon successful contract award

Lead a Global Program Supporting Military Families

Choctaw Advantage Solutions (CAS) is seeking an experienced Program Manager to lead the Women, Infants, and Children (WIC) Overseas Program in support of the TRICARE Overseas Program Office and Department of Defense.

The WIC Overseas Program provides nutrition education, healthy food benefits, nutrition and health screening, and supportive resources to approximately 10,000 eligible participants each month across approximately 38 OCONUS locations.

This is a senior-level leadership position responsible for the overall management and performance of a complex, geographically dispersed program supporting military families and the broader DoD community overseas.

Key Responsibilities

  • Provide overall leadership and management of WIC Overseas operations across approximately 38 OCONUS locations. 
  • Directly supervise, develop, and support a geographically dispersed workforce. 
  • Oversee staffing, performance, training, workload distribution, and employee development. 
  • Develop and execute program plans, operational strategies, and business process improvements. 
  • Monitor program performance and implement corrective actions and continuous improvement initiatives. 
  • Serve as the senior contractor liaison with Government representatives, TRICARE, installation leadership, and other stakeholders. 
  • Oversee program resources, operating requirements, and Government funds in accordance with contract requirements. 
  • Provide oversight of the WIC Overseas Electronic Benefits Transfer (EBT) processing system and related financial accountability. 
  • Support management and enhancement of the Participant Information Management System (PIMS) and related information infrastructure. 
  • Prepare and deliver executive-level reports, briefings, performance metrics, and contract deliverables. 
  • Ensure program operations comply with applicable WIC, DoD, TRICARE, security, privacy, and contract requirements. 
  • Identify opportunities to improve program efficiency, participant services, technology, and operational effectiveness. 
  • Travel internationally and domestically as required to support program operations. 

Required Qualifications

  • Bachelor’s degree in Nutrition, Dietetics, Public Health, Community Health, Nursing, Business Administration, Public Administration, or a related field. 
  • Master’s degree preferred, particularly in Public Health, Nutrition, Dietetics, Business Administration, Healthcare Administration, or a related discipline. 
  • Minimum 5–8 years of progressive management experience, preferably overseeing public health, nutrition, healthcare, human services, or large-scale government programs. 
  • Demonstrated experience managing multi-site or geographically dispersed operations
  • Proven experience directly supervising and developing professional and administrative personnel. 
  • Demonstrated experience with program planning, business process improvement, performance management, and operational oversight. 
  • Experience managing or supporting Government contracts or federally funded programs
  • Strong financial, organizational, analytical, and problem-solving skills. 
  • Demonstrated ability to communicate effectively with Government customers, senior leadership, and diverse stakeholders. 
  • Excellent written and verbal communication and presentation skills. 
  • Ability and willingness to travel internationally and domestically as required. 
  • Must be a U.S. citizen and able to obtain and maintain any required background investigation or security clearance. 

Highly Preferred Qualifications

  • Registered Dietitian (RD/RDN) credential. 
  • Registered Nurse (RN) or International Board-Certified Lactation Consultant (IBCLC) credential. 
  • Direct experience with WIC, WIC Overseas, military WIC, or other federal/state WIC programs. 
  • Experience with WIC nutrition education, participant eligibility, food benefit programs, EBT systems, or WIC compliance requirements. 
  • Experience supporting DoD, TRICARE, military installations, or OCONUS programs
  • Experience managing programs serving military members, DoD civilians, contractors, and their families. 
  • Experience managing large government service contracts with multiple geographically dispersed locations. 
  • Experience with participant information management systems or other enterprise-level information technology systems. 
  • PMP, PgMP, or other recognized program/project management certification. 

The Ideal Candidate

We are looking for a senior program leader who combines strong operational and people-management skills with substantive knowledge of nutrition, public health, healthcare, or WIC services.

The ideal candidate will be comfortable managing a complex program with multiple locations, diverse stakeholders, significant Government oversight, and a highly dispersed workforce. Experience working within a military or federal environment—particularly OCONUS—is highly valued.
