Reports To: VP, Operations & Maintenance (Ken Nachbar)
Location: Warren, Michigan (with CONUS and international travel)
Clearance: Active DoD SECRET clearance; U.S. citizenship required.
Travel: Approximately 20–30%, including CONUS pilot site support and possible extended deployment to Bulgaria
Compensation: $190,000–$210,000, commensurate with experience, plus standard benefits

FED95, LLC, a Waseyabek Development Company subsidiary, is a Native American-owned 8(a) small business providing systems engineering, integration, and fielding support to U.S. Department of Defense customers. FED95 holds an active SECRET facility clearance and has past performance supporting Army and Navy IT, cybersecurity, and systems integration programs.
Position Summary
The EVSA Program Manager owns day-to-day execution of a fast-paced Foreign Military Sales fielding program delivering hull-mounted camera situational-awareness kits to U.S. allies overseas. This role carries full accountability for cost, schedule, and technical performance across a lean, high-accountability team and its subcontractor(s), and serves as the primary customer-facing point of contact.
Key Responsibilities
- Own overall program cost, schedule, and technical performance for the EVSA task order.
- Develop and maintain the Integrated Master Schedule (IMS); update no less than monthly.
- Prepare and deliver Monthly Status Reports covering technical progress, schedule, risk, and financial status.
- Lead program risk management —identify, track, and mitigate technical, schedule, and cost risk, with particular attention to hardware lead times and fieldinglogistics.
- Serve as the primary customer point of contact; coordinate with Government engineering, contracting, and foreign disclosure/security assistance stakeholders.
- Coordinate export control (ITAR/EAR) and Foreign Military Sales (FMS) considerations with the customer and as needed, outside counsel.
- Manage subcontractors and teaming partners (bracketry/mounting subcontract) and other Direct Cost (ODC) vendors supplying camera, cabling, and related hardware.
- Plan and coordinate CONUS pilot and OCONUS fielding trips, including travel, lodging, and safety coordination for the field team.
- Support FED95's contracts function on task order administration and any acquisition-pathway coordination with the customer.
Required Qualifications
- Bachelor's degree in engineering, business, or related field, or equivalent experience.
- 7+ years of program or project management experience in DoD or federal contracting, including at least one program involving international fielding, FMS, or overseas deployment.
- Demonstrated experience managing cost, schedule, and risk on a contract of comparable scope.
- Active DoD SECRET clearance; U.S. citizenship required.
- Strong written and verbal communication skills; comfortable serving as the primary customer-facing point of contact.
- Willingness to travel internationally, for trips of up to several weeks.
Preferred Qualifications
- PMP certification.
- Experience with Army ground vehicle programs (Stryker family or similar).
- Familiarity with Other Transaction (OT) authority or Commercial Solutions Opening (CSO) contract vehicles.
- Experience coordinating with DSCA or other FMS-related processes.
