Overview

Olgoonik is seeking a qualified QC/Safety Manager to support a major construction project on a federal installation. The QC/Safety Manager will be responsible for administering the project Quality Control Program and supporting site safety compliance throughout all phases of construction.

This position serves as the primary on-site quality control representative and will review, coordinate, and approve product submittals including product data, shop drawings, samples, and material certifications for compliance with the contract drawings, specifications, approved design documents, and applicable codes and standards. The successful candidate will work closely with the Construction Manager, Superintendent, subcontractors, and Government representatives to ensure the work is installed correctly, documented thoroughly, and completed in accordance with contract requirements.

Primary Responsibilities

  • Administer the project Quality Control Program in accordance with the contract requirements, approved Quality Control Plan, drawings, specifications, and applicable federal installation requirements.
  • Review, evaluate, and approve subcontractor and supplier submittals, including shop drawings, product data, samples, certificates, test reports, and material information, prior to submission or use in the field.
  • Verify that submitted materials, equipment, and installation methods comply with approved drawings, technical specifications, approved design documents, and project requirements.
  • Maintain the project submittal register and coordinate the timely routing, review, tracking, and disposition of all submittals.
  • Conduct and document preparatory, initial, and follow-up quality control inspections for definable features of work.
  • Perform routine field inspections of work in progress to verify compliance with approved submittals, contract documents, workmanship standards, and required testing and inspection criteria.
  • Prepare daily QC reports, inspection reports, deficiency logs, meeting minutes, and other required quality documentation.
  • Coordinate material testing, special inspections, commissioning activities, and third-party testing services as required by the contract documents.
  • Coordinate directly with Government Quality Assurance personnel, inspectors, design representatives, and other project stakeholders during inspections, meetings, and resolution of quality-related issues.
  • Identify nonconforming work, document deficiencies, coordinate corrective actions, and verify that corrective work is completed and accepted before work progresses.
  • Ensure field red-line drawings are maintained accurately and continuously throughout construction to support final record drawings and project closeout.
  • Coordinate quality control activities with the Project Manager and Superintendent to support project sequencing, schedule compliance, and timely completion of work.
  • Maintain and administer the project safety program, including implementation of the Site-Specific Safety and Health Plan and enforcement of safe work practices.
  • Conduct routine safety inspections, toolbox talks, safety meetings, and documentation required by the project safety plan and federal installation requirements.
  • Monitor subcontractor compliance with applicable safety requirements, including OSHA regulations, EM 385-1-1 requirements when applicable, project safety plans, and installation-specific procedures.
  • Support project closeout by ensuring all required quality records, test reports, warranties, operation and maintenance manuals, as-built documentation, and closeout submittals are complete and properly organized.

Supervisory Responsibilities

This position may provide functional direction and quality/safety oversight to project personnel and subcontractors. Formal supervisory responsibility is not required; however, the QC/Safety Manager must be able to effectively influence project teams and subcontractors to comply with all quality control and safety requirements.

Education and Experience

  • Minimum of five years of progressively responsible construction experience, with an emphasis on quality control, quality assurance, field inspection, and safety management for commercial, institutional, industrial, or federal construction projects.
  • Experience supporting a single large, complex construction project from mobilization through project closeout is strongly preferred.
  • Demonstrated experience reviewing and approving construction submittals, including shop drawings, product data, samples, material certifications, test reports, and manufacturer documentation against contract drawings and technical specifications.
  • Experience working on federal, military, Department of Defense, U.S. Army Corps of Engineers, NAVFAC, GSA, or other government construction projects is preferred.
  • Experience administering a three-phase quality control program, including preparatory, initial, and follow-up inspections, is preferred.
  • Bachelor’s degree in Construction Management, Engineering, Architecture, Occupational Safety, or a related field is preferred and will be considered in conjunction with relevant experience.
  • U.S. Army Corps of Engineers Construction Quality Management for Contractors certification is preferred.
  • OSHA 30-Hour Construction Safety certification is preferred.
  • Familiarity with EM 385-1-1, OSHA requirements, federal construction specifications, and government quality assurance processes is preferred.
  • Strong knowledge of construction drawings, specifications, submittal procedures, inspection and testing requirements, and record-documentation practices.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and Teams. Familiarity with construction management platforms, scheduling software, document control systems, and electronic submittal workflows is preferred.
  • Strong written and verbal communication skills, with the ability to prepare clear, accurate, and timely reports and coordinate professionally with Government representatives, design teams, subcontractors, and project staff.
  • Demonstrated ability to work independently, manage competing priorities, maintain close attention to detail, and perform effectively in an active construction environment.
  • Must demonstrate a professional attitude and the ability to work collaboratively as part of an integrated project team.

Certificates, Licenses, and Registrations

  • Valid driver’s license required.
  • USACE Construction Quality Management for Contractors certification preferred.
  • OSHA 30-Hour Construction Safety certification preferred.
  • Additional project-specific certifications or training may be required based on contract requirements and installation access procedures.

Security Clearance

  • No active security clearance is required at the time of hire.
  • Candidate must be able to successfully complete required background checks and obtain access credentials necessary to work on a federal installation.
