Leidos is seeking an experienced Facilities Operations Manager to support the Indo-Pacific Logistics and Sustainment Services (ILS2) program in Aiea, HI. This position supports theater-wide, expeditionary and logistics infrastructure management and operations to all U.S. Pacific Command (USPACOM) components across the Indo-Pacific theater. The Facilities Operations Manager will provide leadership and subject matter expertise for planning, design, implementation, and sustainment of basic life support facilities and mission-critical infrastructure in support of USPACOM logistics and sustainment objectives.

This position leads facilities operations and infrastructure sustainment activities across site and remote locations, with responsibility for maintaining safe, reliable, and mission-ready facilities and critical building systems. The Facilities Operations Manager leads and develops a high-performing facilities operations team capable of 24/7 support; oversees maintenance, security, safety, emergency response, utilities, and infrastructure sustainment; coordinates with customers, government agencies, host nations, internal organizations, and external vendors; and drives facility performance, compliance, and continuous improvement.

Primary Responsibilities.

  • Direct site surveys and infrastructure assessments.

  • Develop facility designs, remediation plans, implementation strategies, and Life Cycle Sustainment Plans (LCSP).

  • Lead and sustain a high-performing facilities operations team capable of 24/7 support.

  • Provide senior leadership and customer communication on site and remote-site status, anomalies, repairs, operational risks, and resolution actions.

  • Support installation, integration, leasing, and testing of facility systems and oversee utilities, power, water, construction materials, and infrastructure sustainment.

  • Coordinate with the Lead Logistician to update LCSPs, facility designs, remediation plans, leasing agreements, implementation strategies, and ensure availability of critical construction parts.

  • Monitor key performance indicators (KPIs), operational metrics, and facility performance and implement improvements as needed

  • Oversee daily facilities operations, including maintenance, security, safety, emergency response, inspections, and audits.

  • Monitor critical infrastructure systems and respond promptly to equipment issues, operational incidents, emergencies, and maintenance needs.

  • Develop and execute preventive and predictive maintenance programs to minimize downtime, improve reliability, and extend asset life cycles.

  • Maintain accurate maintenance, compliance, operational, infrastructure, and performance documentation.

  • Ensure compliance with applicable health, safety, environmental, regulatory, site, and industry requirements and track regulatory changes affecting facilities and infrastructure management.

  • Support temporary structures, expeditionary basing, contingency operations, and infrastructure requirements across the USPACOM area of responsibility.

  • Establish and enforce operational procedures, safety protocols, service standards, and accountability measures.

  • Coordinate with government agencies, host nations, customers, internal organizations, and external vendors and comply with applicable environmental and site regulations.

  • Provide leadership, problem escalation and resolution, and strong customer relationship management to support program success and mission objectives.

Basic Qualifications

  • Bachelor’s degree and 5+ years of prior relevant experience or Master’s degree with 3+ years of prior relevant experience. Additional experience, education and training may be considered in lieu of degree.

  • Minimum of 2 years of experience in supervising or leading teams or projects managing facilities and infrastructure.

  • Demonstrated experience in facilities management or infrastructure support for USPACOM, its subordinate commands, and strategic or partner nations in expeditionary environments.

  • Deep understanding of the operational environments in the USPACOM theater.

  • Strong background in supporting large federal or DoW programs with multiple concurrent task or delivery orders.

  • Exceptional executive-level communication, interpersonal, negotiation, and coordination skills.

  • Familiarity with contingency basing / expeditionary advanced base operations (EABO) concepts and experience in USPACOM or remote-island environments.

  • Proficiency with facilities management software and Microsoft Office Suite.

  • Active TS/SCI security clearance required to start.

Preferred Qualifications

  • Bachelor’s degree in Facilities Management, Engineering, Construction Management, or a related field; additional years of relevant experience may be considered in lieu of a degree.

  • Certified Facility Manager (CFM) or similar professional certification.

  • Master Electrician, HVAC, or plumbing licensure; relevant technical licenses.

Pay Range:

Pay Range $92,300.00 - $166,850.00
