Functional Business Analyst
Responsibilities:
• Interpret Paid Family Medical Leave regulations and policy direction, then convert that information into organized business and functional requirements for program and technology teams.
• Develop clear specification documents that enable an IT vendor to derive features, workflows, and user stories aligned to delivery goals.
• Capture operational procedures alongside system needs, including reviewer actions, decision points, and compliance-driven processing rules.
• Work closely with legal, policy, and program stakeholders to confirm intent, clarify open questions, and align documentation with regulatory expectations.
• Establish and maintain traceability between source regulations, documented requirements, and downstream implementation artifacts.
• Lead or support requirement review sessions, walkthroughs, and knowledge-transfer activities with vendor and internal business teams.
• Produce detailed business analysis documentation that makes complex regulatory content understandable, actionable, and ready for execution.
• Contribute to an evolving program environment by refining requirements as regulations continue to develop and business processes become more defined.
Qualifications:
• 5+ years of experience in business analysis, functional requirements development, or business systems analysis.• Demonstrated ability to translate regulatory, legal, or policy language into clear business requirement documents and functional specifications.
• Experience working between non-technical stakeholders and technical delivery teams in a structured implementation environment.
• Strong documentation skills with the ability to organize detailed information into concise, usable analysis artifacts.
• Familiarity with Agile or Scrum delivery practices and tools such as JIRA.
• Knowledge of regulatory requirements analysis; experience related to paid leave, benefits programs, or FMLA is preferred.
• Ability to manage ambiguity, maintain attention to detail, and stay organized in a program that is still being defined.
• Exposure to analysis tools, business systems documentation, API testing, AI-enabled solutions, or PMI Agile practices is an advantage.
Compensation
