A. Harold and Associates LLC (AHA) is currently seeking a part-time (20 hours per week) Human Resource Manager. The Human Resources Manager is directly responsible for the overall administration, coordination, and evaluation of the human resource function. Seeking a qualified professional HR candidate with an understanding of the challenges and rewards of a small business.
Essential Functions:
- Annually reviews and makes recommendations to executive management for improvement of the organization's policies, procedures, and practices on personnel
- matters.
- Maintains knowledge of industry trends and employment legislation and ensures organization's compliance.
- Maintains responsibility for organization compliance with federal, state, and local legislation pertaining to all personnel matters.
- Communicates changes in the organization's personnel policies and procedures and ensures that proper compliance is followed.
- Assists executive management in the annual review, preparation, and administration of the organization's wage and salary program.
- Consults with legal counsel as appropriate, or as directed by the executive team, on personnel matters.
- Works directly with directors and project managers to assist them in carrying out their responsibilities on personnel matters.
- Recommends, evaluates, and participates in staff development for the organization.
- Develops and maintains a human resource information system that meets the organization's personnel information needs.
- Participates on committees and special projects.
- Plan, organizes, and executes employee morale and engagement events and training events.
Responsibilities:
- Conducts recruitment effort for all exempt, nonexempt, and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; extends job offers; conducts new-employee orientations; monitors career-path program.
- Prepares Offer Letters and manages hiring process.
- Manages roll out and implementation of annual health related enrollment.
- Employee relations counseling.
- Participates in developing department goals, objectives, and systems.
- Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys; analyzes compensation; monitors the performance evaluation program and revises as necessary.
- Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures.
- Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.
- Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational charts and employee directory.
- Evaluates reports, decisions, and results of department initiatives in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- Ensures compliance with all federal, state, and local employment laws.
- Administers health and welfare plans, including enrollments, changes, and terminations. (Service Contract Act)
Skills:
- Computer: must have mastery of Microsoft office to include Outlook, Word, Excel, and PowerPoint. Must be proficient at typing and general computer skills.
- Language: Ability to read, analyze, and interpret general business and technical procedures, or governmental regulations.
- Planning/Organizing: Ability to prioritize and plan work activities, use time efficiently, organize or schedule other people and their tasks, develop realistic action plans. Must be able to work multiple priorities simultaneously and multi-task.
- Written Communication: Writes clearly and informatively, presents numerical data effectively, able to read and interpret written information.

Education
- Bachelor in Human Resources/Masters is preferred
- Minimum 3 years of experience as a manager and 7 years of general HR experience
