NISC IV is seeking a Software Specialist to support the Federal Aviation Administration (FAA) by designing, developing, implementing, and sustaining Microsoft Power Platform solutions that improve business processes, automate workflows, and enhance document management capabilities.

The successful candidate will work closely with government stakeholders and technical teams to develop modern business applications utilizing Microsoft Power Apps, Power Automate, Power BI, and SharePoint Online. This position will support the full software development lifecycle, from requirements gathering and solution design through implementation, testing, deployment, and sustainment.

The ideal candidate will possess strong software development skills, experience with Microsoft Power Platform technologies, and the ability to translate customer requirements into scalable, maintainable, and user-friendly business solutions supporting FAA mission requirements.

Software Specialist Primary Responsibilities:

  • Design, develop, test, deploy, and maintain software applications utilizing Microsoft Power Platform technologies.
  • Develop and maintain Power Apps solutions supporting data collection, business process automation, and user interaction.
  • Design and implement Power Automate workflows to automate business processes, approval routing, notifications, document lifecycle management, and task tracking.
  • Develop interactive Power BI dashboards and reports that provide meaningful business intelligence, search capabilities, and operational visibility.
  • Design, configure, and maintain SharePoint Online sites, lists, libraries, and supporting components serving as application back-end data repositories.
  • Develop integrated solutions utilizing Power Apps, Power Automate, Power BI, and SharePoint Online to provide seamless end-user experiences.
  • Gather, analyze, document, and validate functional and technical requirements with government stakeholders and end users.
  • Develop relational data structures and ensure data integrity across multiple SharePoint lists and connected applications.
  • Configure automated version control, audit tracking, document archival, and records management capabilities.
  • Participate in application architecture discussions and recommend technical approaches that maximize usability, maintainability, and long-term sustainability.
  • Develop technical documentation including system architecture, application design, workflows, configuration guides, and user documentation.
  • Perform application testing, system validation, troubleshooting, defect resolution, and production support activities.
  • Support phased software releases through iterative development, testing, user acceptance, deployment, and post-implementation support.
  • Collaborate with cross-functional teams including business analysts, software developers, system administrators, cybersecurity personnel, and government customers.
  • Participate in Agile ceremonies, technical working groups, design reviews, and peer reviews.
  • Support continuous process improvement initiatives through automation and modernization of existing business processes.
  • Perform other software engineering duties as assigned in support of program objectives.

Software Specialist Basic Qualifications:

  • Bachelor's degree in Computer Science, Software Engineering, Information Systems, Information Technology, or a related technical discipline and 2+ years of relevant professional experience. Additional relevant experience may be considered in lieu of a degree.
  • Experience designing, developing, testing, or supporting software applications.
  • Experience with one or more Microsoft Power Platform technologies including Power Apps, Power Automate, Power BI, or SharePoint Online.
  • Experience developing business process automation solutions or workflow applications.
  • Experience working with SharePoint lists, document libraries, permissions, and data management concepts.
  • Experience gathering customer requirements and translating them into technical solutions.
  • Understanding of relational data concepts and application data management.
  • Experience troubleshooting software applications and resolving technical issues.
  • Ability to create and maintain technical documentation.
  • Experience participating in software development lifecycle activities including design, development, testing, deployment, and sustainment.
  • Strong analytical, organizational, written, and verbal communication skills.
  • Ability to work independently while collaborating effectively within a multidisciplinary team environment.
  • Ability to obtain and maintain the required FAA security and suitability requirements.


Preferred Qualifications:

  • Experience developing solutions using Microsoft Power Apps (Canvas and/or Model-Driven Apps).
  • Experience creating automated workflows utilizing Power Automate.
  • Experience developing dashboards, reports, and data visualizations using Power BI.
  • Experience designing SharePoint Online sites, document libraries, lists, and custom forms.
  • Experience integrating Microsoft 365 applications and Power Platform components.
  • Experience implementing document management, approval routing, version control, or records management solutions.
  • Experience utilizing Dataverse, SQL Server, Microsoft Lists, or other relational data sources.
  • Familiarity with REST APIs, JSON, JavaScript, HTML, CSS, or C#.
  • Experience supporting Microsoft Azure or Microsoft 365 cloud environments.
  • Experience working in Agile software development environments.
  • Experience supporting FAA or other Federal Government customers.
  • Microsoft Power Platform, Microsoft 365, Azure, or SharePoint certifications are desirable.

Pay Range:

Pay Range $69,550.00 - $125,725.00
