Plans, develops, and administers the development, implementation, maintenance of, and adherence to the organization’s policies and procedures regarding health information, privacy, and access to patient health information in compliance with federal and state regulations and statues and PCHC needs. Work with management and staff to implement, maintain and improve our electronic health records. Supervises Health Information Staff.

EDUCATION and/or EXPERIENCE

  1. Certification as an RHIA or RHIT required.
  2. Two years of management experience with significant responsibility for developing and implementing policies and procedures that ensure compliance with federal, state and HIPAA regulatory guidelines.
  3. Knowledge and experience in information privacy/security laws, access, release of information and electronic health information systems.
  4. Knowledge and the ability to apply the principles of HIM, project management, and change management.
  5. Demonstrated organization, facilitation, communication and presentation skills.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  1. Serves as an internal health information security and confidentiality consultant. Advises the organization about current privacy and security legislation. Works with management and staff implement, maintain and enhance our Electronic Health Record (EHR).
  2. Develop and implement privacy policies and procedures to ensure the confidentiality, integrity, and availability of protected health information (PHI) and ePHI. Work with the Security Officer, and Compliance & Risk Officer to assure HIPAA compliance and compliance with state and federal rules and regulations.

3. Participates in the development, implementation, and ongoing compliance monitoring of all trading partner and business associate agreements, to ensure all privacy/security concerns, requirements, and responsibilities are addressed

MANAGERIAL PERFORMANCE

  1. Coordinates hiring of new employees and/or the transferring of current employees. Screens, interviews and selects qualified staff consistent with defined qualifications, in a timely manner. Determines the need and appropriate hiring of contingent workforce i.e., temporary, and contract staff.
  2. Ensures that all employee (regular staff, temporary, and contractors)

- Attend organization-wide orientation within 60 days of hire.

-Are oriented to the department through a departmental orientation.

-Are oriented to the job, through a job specific orientation, insuring that competencies are successfully completed.

- Ensures that Probationary Reviews are conducted for each new hire, rehire, transferred, promoted, dual job holder, contractor individual with 90 days of occurrence.

- Works cooperatively with others actively contributing to the team. Actively collaborates with other departments and disciplines to ensure the effective operation of the organization
