Position Overview

The DC Water Procurement and Compliance Department is seeking up to two (2) experienced Temporary Procurement Staff Support professionals to directly assist a Procurement Official. This assignment focuses heavily on supporting procurement portfolios for large-scale utility infrastructure, specifically capital construction and Architecture & Engineering (A&E) services. The ideal candidate(s) must be comfortable with Oracle ERP to hit the ground, with minimal onboarding. 

Key Responsibilities:

• Oracle ERP Management: Utilize DC Water's Oracle ERP system daily to track solicitations, manage vendor data, and monitor contract milestones. 

• Procurement Execution: Assist in the end-to-end sourcing, evaluation, and awarding of complex capital construction and A&E service contracts. 

• Document Preparation: Draft and review solicitations, Requests for Proposals (RFPs), Invitations for Bids (IFBs), scopes of work, and formal contract modifications. 

• Compliance: Ensure all contract actions strictly comply with DC Water procurement regulations, federal guidelines, and local statutory requirements. 

• Administrative Operations: Coordinate evaluation panel sessions, document vendor questions and answers, and maintain comprehensive, audit-ready contract files. 

Required Qualifications & Skills:

• System Expertise: Proven hands-on experience navigating and executing procurement workflows within Oracle ERP. 

• Industry Experience: Minimum 3+ years of direct experience managing procurements specifically for construction or A&E services (utility or public sector experience is highly preferred). 

• Procurement Knowledge: Deep understanding of qualification-based selection for A&E, competitive bidding for construction, and contract administration. 

• Communication: Exceptional professional written and verbal communication skills to interface with DC Water project managers and external contractors.
