Grants Management Contractor and Implementation Specialist

Richmond, VA 23219, US Temporary
Compensation: $85 to $88 Hourly

We are seeking an experienced Grants Management Implementation Specialist to lead the assessment, design, and implementation of a grant management platform while supporting the modernization of grant administration processes. This consultant will serve as a subject matter expert in grants management, helping transition grant lifecycle activities into a centralized software solution while improving operational efficiency, compliance, reporting, and stakeholder workflows.


The ideal candidate brings deep expertise in grants management, business process optimization, software implementation, change management, and public sector operations.


Qualifications:

Key Responsibilities

  • Provide strategic guidance and hands-on support for the implementation of a grants management platform.
  • Serve as a subject matter expert on grants management best practices and federal grant compliance requirements.
  • Assess current grant lifecycle processes and recommend improvements to align with industry standards and system capabilities.
  • Design, configure, and implement grant management workflows within the selected software platform.
  • Evaluate and improve processes related to grant applications, reviews, approvals, contract administration, and compliance activities.
  • Recommend best practices for grant accounting, budgeting, reporting, invoice processing, and claims management.
  • Advise on grant expenditure monitoring, closeout procedures, de-obligation activities, and compliance tracking.
  • Collaborate with business stakeholders, project teams, and software vendors to improve workflows and system functionality.
  • Create documentation to support system implementation, including process maps, workflow diagrams, data dictionaries, training materials, policies, and procedures.
  • Document decisions, requirements, risks, and approvals throughout the project lifecycle.
  • Support organizational change management efforts and user adoption initiatives.
  • Provide regular project status updates, identify risks, and recommend mitigation strategies.

Required Qualifications

  • 10+ years of experience managing the full grants management lifecycle.
  • 10+ years of experience implementing and administering enterprise-level grants management software solutions.
  • 10+ years of experience in grant accounting, budgeting, financial management, and reporting.
  • 15+ years of experience in process improvement, project management, and organizational change management.
  • 10+ years of experience developing and implementing policies, procedures, and operational best practices.
  • 5+ years of experience working within public sector organizations, including state, local, or federal government environments.
  • Demonstrated ability to assess complex business processes and translate requirements into software-enabled solutions.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent written and verbal communication skills.
  • Self-motivated professional with strong attention to detail and the ability to work independently.

Preferred Qualifications

  • Experience with grants management platforms such as WebGrants, Salesforce, or similar solutions.
  • Experience supporting organizations subject to federal grant regulations and compliance requirements.
  • Knowledge of grant-funded capital improvement programs and multi-year project funding structures.
  • Experience working with cross-functional teams, business stakeholders, and technology vendors.
  • Familiarity with public sector procurement processes and financial management systems.



Compensation

$85.00-$88.00 Hourly
