Position Overview
We are seeking an experienced Software Test Engineer to lead quality assurance, test automation, and accessibility compliance for the modernization of a national incident reporting system serving 6,000+ users across 2,000+ federal, state, local, and international partner agencies. This role is critical to ensuring the system is delivered with high quality and meets all federal security and accessibility standards.
As a member of the delivery team, the Test Engineer will own the testing strategy, drive automated test development, ensure Section 508 accessibility compliance, and be responsible for quality gates across a two-week agile sprint cycle. The ideal candidate has strong automation skills, federal compliance experience (especially ATO/security testing), and can advocate for quality while working within rapid delivery timelines.
Key Responsibilities
- Develop and maintain comprehensive test strategy covering unit, integration, system, and user acceptance testing; own test traceability matrix and coverage metrics
- Lead automation of test suites in CI/CD pipeline (GitLab); build automated tests for microservices APIs, web interface, and backend services
- Own Section 508 accessibility compliance testing; implement automated 508 scanning in the CI/CD pipeline
- Participate in sprint planning and acceptance criteria definition; execute Definition of Done quality gates at sprint acceptance
- Perform functional, regression, performance, and security testing; identify, document, and track defects through resolution
- Collaborate with software developers, DevSecOps engineers, and security teams to ensure testability and compliance with NIST/FedRAMP standards
- Support first-production Authority-to-Operate (ATO) testing and security compliance validation; contribute to security test plans and evidence collection
- Mentor team members on testing best practices, automation frameworks, and quality-first mindset; contribute to knowledge base and runbooks
- Partner with government stakeholders to validate system behavior against requirements and user expectations
Required Qualifications
- Bachelor's degree in Computer Science, Computer Engineering, Information Technology, or related technical field
- 7+ years of software QA and test automation experience; minimum 3 years with modern CI/CD and DevOps environments
- Demonstrated expertise in test automation frameworks and languages (e.g., Selenium, Cypress, API testing frameworks, or equivalent)
- Strong understanding of microservices testing strategies, REST API testing, and database testing
- Experience with Section 508 accessibility testing and compliance requirements (WCAG 2.1, automated scanning tools)
- Knowledge of federal security testing practices, including FedRAMP, NIST SP 800 standards, and ATO processes
- Proficiency with Git, CI/CD platforms (GitLab, GitHub Actions, or similar), and Linux/command-line tools
- Excellent communication skills; ability to document test results clearly and collaborate with cross-functional teams
- Pass a pre-employment drug screen.
- Pass a background investigation, including but not limited to nationwide criminal record search, and other relevant background information deemed necessary by the contract.
- United States citizenship is required to work on a federal contract and will be electronically verified via E-Verify.
Preferred Qualifications
- Experience testing federal law enforcement, public safety, or emergency management systems
- Experience with performance testing tools (JMeter, LoadRunner) and security testing (OWASP, static analysis tools)
- Knowledge of agile testing methodologies (Behavior-Driven Development, Test-Driven Development)
- Exposure to AWS GovCloud, OpenShift, or other cloud-native testing environments
- ISTQB Certified Tester or equivalent QA certification
- Background managing testing for high-stakes systems with large user bases (6,000+ concurrent users) and mission-critical requirements
