Overview:

The Project Director is responsible for overall leadership, management, and successful execution of the INL Haiti Tactical Operations in Urban Terrain training program. This position provides strategic oversight of all program activities in Haiti and serves as the principal interface with the U.S. Government, senior Haitian National Police (HNP) and École Nationale de Police (ENP) leadership, and company home-office support elements. The Project Director ensures contract compliance, operational continuity, mission performance, staffing integration, risk management, and timely delivery of all required training and reporting outputs. The Project Director serves as the senior in-country authority for contract execution and directly supervises the Training Manager, Security Manager, Operations, Logistics, and Administration Manager, and Accountant / Finance Officer, while coordinating closely with home-office leadership and support functions.

Primary Responsibilities:

  • Provide overall direction, supervision, and accountability for contract performance in accordance with the statement of work, company policies, and U.S. Government requirements.
  • Serve as the primary point of contact for the Contracting Officer's Representative (COR), INL representatives, and designated HNP/ENP counterparts on all programmatic matters.
  • Lead startup, mobilization, execution, and closeout planning for the task order, ensuring personnel, logistics, life support, and operational systems are in place on schedule.
  • Develop and maintain the master program schedule, execution milestones, staffing plan, and internal battle rhythm for meetings, status reviews, and deliverables.
  • Oversee coordination among training, security, logistics, finance, and administrative functions and human resources functions to ensure integrated performance across all program elements.
  • Manage contract performance, staffing utilization, budget awareness, and resource allocation to ensure mission effectiveness and cost control.
  • Ensure that required plans, reports, records, and program documentation are completed accurately and submitted on time, including daily activity reporting, weekly summaries, staffing updates, incident reports, risk documentation, and monthly or ad hoc client reporting contributions.
  • Monitor risks to contract performance, maintain a project risk register, and implement mitigation measures related to security, staffing, supply chain, mobility, and facilities.
  • Coordinate closely with the Security Manager on movement planning, residential security, crisis response, accountability, incident notification, and contingency measures affecting deployed personnel.
  • Ensure that all training and support activities are executed in a manner consistent with applicable human-rights, rule-of-law, safeguarding, professional conduct, anti-harassment, and use-of-force standards.
  • Supervise key personnel and provide direction, mentorship, and performance oversight to expatriate and local staff.
  • Approve key staffing actions in coordination with home-office Human Resources and company leadership, including significant staffing changes, senior-management leave, and staffing exceptions, and confirm that employee, consultant, and contractor resources are used in accordance with their agreements.
  • Delegate routine scheduling, attendance, and leave coordination for local-national administrative and support personnel through the Operations, Logistics, and Administration Manager and the Administrative, Reporting, and Human Resources Coordinator, while retaining overall responsibility for program performance and staffing decisions.
  • Enforce the approved operational work schedule, including a Monday through Saturday work rhythm as required by the training calendar, range access, security conditions, and client direction.
  • Lead internal and external meetings, briefings, and coordination events with U.S. Government and host-nation stakeholders.
  • Support contract modifications, staffing changes, surge requirements, and other operational adjustments as directed.
  • Perform all other duties as assigned, consistent with contract scope, safety requirements, and the qualifications of the position.

Supervisory Responsibilities:

  • Directly supervises the Training Manager, Security Manager, Operations, Logistics, and Administration Manager, and Accountant / Finance Officer.
  • Provides leadership to training, security, administrative, logistics, and support staff.
  • Responsible for tasking, performance management, workflow prioritization, and overall team integration, including coordination with home-office human resources on personnel matters.

Education and/or Experience:

  • Bachelor's degree in management, criminal justice, security studies, international affairs, or a related field preferred.
  • Minimum of 10 years of progressively responsible experience in program or project management in overseas, law-enforcement, military, security-assistance, or complex contingency environments.
  • Experience managing U.S. Government, Department of State, Department of Defense, or donor-funded contracts preferred.
  • Experience working in fragile, high-threat, or politically sensitive environments strongly preferred.
  • Experience coordinating with host-nation law-enforcement, military, or government institutions preferred.

Knowledge, Skills, and Abilities:

  • Strong leadership, organizational, and decision-making skills in dynamic operating environments.
  • Ability to manage multiple functional lines of effort simultaneously, including operations, staffing, logistics, and reporting, as well as compliance and risk mitigation.
  • Knowledge of contract compliance, deliverables management, and risk mitigation in overseas programs, including personnel coordination.
  • Strong oral and written communication skills with the ability to brief senior stakeholders clearly and professionally.
  • Ability to build and maintain productive working relationships with U.S. Government, host-nation, and internal company personnel.
  • Proficiency with Microsoft Office products, including Word, Excel, Outlook, and PowerPoint.
  • Ability to work effectively under pressure, adapt to changing conditions, and lead teams in austere environments.
  • Ability to enforce accountability, attendance, documentation standards, security rules, movement restrictions, and operational discipline across a multi-functional field team.

Certificates, Licenses, Registrations:

  • Valid driver's license required.
  • Relevant project management, law-enforcement, military, or security certifications preferred.

Work Environment:

Work is performed in office, classroom, field, and high-threat overseas environments. The position requires routine interaction with U.S. Government personnel, host-nation counterparts, and contractor staff and may involve travel in armored vehicles, work in austere facilities, exposure to challenging security conditions, and extended work hours based on operational requirements. The anticipated work schedule is Monday through Saturday, based on the approved training and operational calendar. Daily hours may vary according to classroom, range, field-training, movement, security, and client requirements. The position may require early-morning, evening, Sunday, holiday, extended, or irregular hours with reasonable notice when operationally feasible. Punctual attendance, daily accountability, advance approval for leave, and compliance with company security rules, movement restrictions, safeguarding standards, professional conduct requirements, and immediate incident-reporting obligations are required.
