POSITION SUMMARY
The contractor manages the Facility Information Management System (FIMS) with direct coordination of the Real Property Asset Management Program (RPAM) Manager. Analyst will routinely review, analyze, reconcile, cost report, and maintain source documentation for FIMS Data elements of all assigned U. S. Department of Energy (DOE) Owned Buildings, Trailers, OSF’s, Leases, Land, Bridges, GSA Leased assets, and Archived assets. This position should be familiar with DOE Maintenance, Facility Management, and Requirements for Bridge Inspections.
ESSENTIAL JOB FUNCTIONS
- Manage all aspects of the DOE’s corporate real property database, Facilities Information Management System (FIMS), working directly with the Real Property Asset Management (RPAM) Manager, to ensure the integrity, accuracy, and completeness of real property data.
- Ensure compliance with all applicable DOE Orders and Directives, including but not limited to DOE O 430.1C (Real Property Asset Management), DOE O 437.1A (Bridge and Tunnel Management), and DOE O 436.1A (Departmental Sustainability).
- Manage and maintain accurate data for all FIMS data elements, including but not limited to acquisition costs, replacement plant values (RPVs), annual actual maintenance costs, deferred maintenance (DM), repair needs (RN), utilization rates, and disposition information for all real property assets. This includes ensuring correct RPV calculations within FIMS for buildings and trailers.
- Routinely review, analyze, and reconcile FIMS data against source documentation and other financial systems (e.g., STARS Financial) to prepare and support annual reporting such as the Federal Real Property Profile (FRPP) submission.
- Collect, analyze, and reconcile operating cost allocations for fiscal year (FY) reporting to support the FRPP submission.
- Perform annual cost reporting and maintain comprehensive source documentation for all FIMS data elements related to DOE-owned and GSA-leased assets, including buildings, trailers, "Other Structures and Facilities" (OSFs), leases, land, and bridges.
- Validate FIMS data and conduct validations to support the Government’s process for verifying the accuracy, completeness, and consistency of the FIMS information by tracing each data point to its source documentation (“down-trace”).
- Coordinate and record the results of physical inspections, condition assessments, and functional assessments in FIMS to identify real property deficiencies. This includes understanding and applying guidelines for assets with physical barriers preventing inspection (PBPI) and ensuring that bridge inspections adhere to DOE O 437.1A and its successor order.
- Support the identification, screening, and tracking of excess real property assets, ensuring accurate recording of the "Excess Indicator" and planned disposition in FIMS according to DOE procedures and timelines, including the "Excess Date" field.
- Assist in tracking and reporting performance data related to sustainability goals and requirements for High-Performance Sustainable Buildings (HPSBs) within FIMS, in accordance with DOE O 436.1A and DOE O 413.3B and their successor orders.
- Maintain proficiency with FIMS, DOE’s Condition Assessment Information System (CAIS), DOE’s scheduling system, ReSched, Computerized Maintenance Management Systems, and Microsoft Office Suite.
- Collect, analyze, and reconcile modernization costs, repair costs, and deferred maintenance costs for all assigned buildings, trailers, and OSFs.
- Track, verify, and report space utilization of federal and contractor employees, as well as building square footage, through site visits and building schematics.
- Coordinate with Subject Matter Experts to collect and verify source documentation is correct and in compliance with required guidelines.
- Develop and deliver training, or provide support, to FIMS users at the site level, ensuring proper understanding and use of FIMS and CAIS for accurate data entry and reporting.
- Contribute to the evaluation and recommendation of real property performance metrics in areas such as inventory, alignment, functionality, condition, utilization, disposition, management, and data reliability.
- Understands and adheres to contractual requirements for real property asset management, including obligations for flowing down real property requirements to subcontracts, as required by the Contracting Officer.
- Maintain FIMS-related records and source documentation in accordance with DOE's records retention and disposition schedules.
- Travel and attend training seminars as needed to maintain proficiency and stay current with FIMS and real property asset management best practices and regulatory changes.

EDUCATION/TRAINING
- BA/BS degree in finance or a related field.
EXPERIENCE
- Minimum of 2 years of experience is preferred
- Microsoft Office and Adobe application proficiency
- Experience working in support of finance activities using Government budgetary methods, practices, procedures, regulations, policies, processes, and tools
- Ability to make oral presentations on aspects of the research budget
