Procurement Manager

New Orleans, LA 70112, US Temporary
Compensation: $40 to $45 Hourly

  • Lead and oversee the daily activities of the procurement team, ensuring all purchasing operations comply with applicable federal, state, and local regulations, as well as organizational policies and procedures.
  • Direct the development, solicitation, negotiation, and administration of annual contracts for goods, professional services, and construction-related projects.
  • Support the design, implementation, and administration of procurement processes governing purchasing activities, asset disposition, equipment transfers, and surplus property management.
  • Collaborate with leadership to evaluate existing procurement policies and recommend updates that improve efficiency, compliance, and operational effectiveness.
  • Develop and maintain procurement guidelines, reference materials, training resources, and procedural documentation for internal stakeholders.
  • Monitor purchasing activities across departments to ensure adherence to established procurement standards, regulatory requirements, and internal controls.
  • Provide oversight and support for procurement-related systems and technologies, including electronic purchasing platforms and related software applications.
  • Manage the organization's procurement card (P-Card) program, including compliance oversight and process improvement initiatives.
  • Prioritize departmental objectives and allocate staff resources to support operational goals and service expectations.
  • Analyze market conditions, supplier capabilities, and pricing trends to identify cost-effective sourcing strategies and maximize value.
  • Prepare, issue, and administer requests for proposals (RFPs), invitations to bid (ITBs), requests for qualifications (RFQs), and other solicitation documents.
  • Coordinate the evaluation of vendor responses, participate in selection processes, and facilitate contract award recommendations.
  • Lead negotiations involving pricing, contract terms, service agreements, and dispute resolution with suppliers and contractors.
  • Assist with inventory management practices to ensure proper control and stewardship of organizational resources.
  • Promote transparency, fairness, and integrity throughout all procurement activities.
  • Support the creation and maintenance of standard contract language, purchasing documents, and solicitation templates.
  • Review procurement operations and identify opportunities for process improvements through automation, strategic sourcing, cooperative purchasing programs, standardization efforts, and other best practices.
  • Participate in talent management activities, including recruitment, employee development, performance evaluations, coaching, and disciplinary actions when appropriate.
  • Assign and delegate work based on staff qualifications, workload balancing, and departmental priorities while monitoring performance and compliance.
  • Help oversee contract administration activities to ensure vendors meet contractual obligations, performance standards, and service requirements.
  • Assist with budget planning and resource forecasting for procurement operations; monitor expenditures and recommend adjustments as needed.
  • Maintain accurate records, reports, and supporting documentation related to procurement activities and staff performance.

Qualifications:

  • Bachelor's degree in business or public administration, purchasing, finance or business law is highly preferred; experience can be accepted in lieu of degree
  • 5 years' experience in professional administration including large scale purchasing of supplies, materials and equipment for a large company or government purchasing agency
  • At minimum, 2 years supervisory experience

Compensation

$40.00-$45.00 Hourly
