Position Title: Strategic Digital Transformation & PMIS Services Leader
About the Position
Were seeking a Strategic Digital Transformation & PMIS Services Leader to expand our owner-side digital transformation and PMIS advisory practice serving mega capital infrastructure construction programs across aviation, ports, rail/transit, transportation, utilities, energy, water, or public works sectors. Youll lead executive discovery and roadmap work, shape PMIS strategy that ties governance, cost, schedule, risk, and reporting into a practical owner operating model, and partner with leadership to convert market opportunities into well-positioned scopes and account growth.
This is a long-term, full-time, hybrid position located in Phoenix, AZ, and will require approximately 10% travel monthly.
Responsibilities may include, but are not limited to, the following:
- Lead executive discovery workshops, stakeholder interviews, and current-state assessments that shape digital transformation roadmaps for public infrastructure owners.
- Develop PMIS strategies that connect governance, program controls, cost, schedule, risk, documents, and reporting into a practical, owner-focused operating model.
- Partner with leadership and business development to translate market opportunities into well-positioned scopes, proposals, and account-expansion strategies.
- Develop proposal budgets for pursuit submittals.
- Forecast resource needs across the Digital Transformation practice as pursuits and engagements scale.
- Develop service-line messaging, advisory frameworks, and pursuit narratives that position Luster as a tool-agnostic owner advisor.
- Oversee data governance and executive dashboarding strategy without steering clients toward a single software platform.
- Coordinate with strategic partners and prime contractors to define scope boundaries, delivery assumptions, and measurable client outcomes.
- Mentor team members and help mature Center of Excellence templates, methods, and delivery standards.
- Represent Luster in pursuits and client engagements where advisory judgment and infrastructure-sector credibility are critical.

- Commercial awareness of how capture strategy, account expansion, and client trust translate into new scopes and service-line growth.
Minimum Qualifications
- Bachelors degree in construction management, engineering, business administration, or a related field, or equivalent combination of education and experience.
- 10+ years of experience in digital transformation, PMIS advisory, or program controls strategy on mega capital infrastructure construction programs across aviation, ports, rail/transit, transportation, utilities, energy, water, or public works.
- Experience serving public infrastructure owners in an advisory capacity on PMIS or program controls strategy.
- Experience leading discovery-to-roadmap engagements and managing client relationships from strategy through implementation oversight.
- Working knowledge of public agency funding, procurement, governance, and executive-reporting requirements on capital infrastructure programs.
- Experience with PMIS, ERP integration, data platforms, or analytics tools supporting capital-program technology strategy.
- Proficiency with Microsoft Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Masters degree in construction management, engineering management, business administration, or public administration.
- PMP, PMI-ACP, or similar program/PMO-focused certification.
- Experience in owner's representative or program management roles on capital infrastructure programs.
- Experience developing service-line strategy, capture positioning, or account-expansion plans for a consulting or advisory practice.
- Experience with GIS, BIM, digital-twin, or AI-enabled decision-support platforms in capital-program environments.
- Experience with Power BI or equivalent executive dashboarding and analytics tools.
Compensation Details
Expected Salary: $180k-$220k/year ($87-$106/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
