EPC Transmission Line Project Engineer

Leidos Engineering Is seeking a Transmission Line Project Engineer to join our exciting & dynamic EPC Solutions Team. In this role, you will provide technical leadership and engineering execution for high-voltage (HV) and extra-high-voltage (EHV) transmission projects delivered under Engineering, Procurement, and Construction (EPC) contracts. You will lead engineering activities from proposal development through detailed design, procurement, construction support, and project closeout while ensuring technical quality, constructability, schedule adherence, and commercial success.

Working with multidisciplinary teams, you will coordinate engineering deliverables across civil, structural, electrical, environmental, surveying, permitting, procurement, and construction disciplines to deliver complex transmission infrastructure for major utility clients throughout North America.

Successful candidates understand that engineering decisions directly impact project cost, procurement, construction sequencing, and contractual risk, and are comfortable making decisions in a fast-paced EPC environment.

Responsibilities

Design & Engineering

  • Perform engineering analyses and design for HV/EHV overhead and underground transmission line projects, including voltage conversions, new capacity additions, and infrastructure replacement
  • Develop and review full transmission line designs, including PLS-CADD/PLS-POLE/TOWER models, structural analyses (LPILE/MFAD), foundation design, and material selection
  • Apply and ensure compliance with NESC, NEC, ASCE, ACI, and AISC codes and standards throughout design and review
  • Prepare plans, profiles, construction packages, bidding documents, specifications, and material procurement documents
  • Conduct quality checks and peer reviews of design deliverables to ensure accuracy, code compliance, and constructability

EPC Project Execution

  • Lead engineering execution throughout the EPC project lifecycle, from proposal through commissioning.
  • Develop engineering execution plans and coordinate engineering deliverables to support procurement and construction schedules.
  • Identify engineering risks and develop mitigation strategies to minimize impacts to cost and schedule.
  • Support project controls by forecasting engineering progress and identifying critical path activities.
  • Participate in multidisciplinary design reviews and constructability reviews.
  • Coordinate engineering interfaces between transmission line, substation, geotechnical, civil, environmental, and construction teams.
  • Support management of engineering subcontractors and specialty consultants.
  • Ensure engineering deliverables satisfy contractual obligations and client requirements.

Project Management

  • Lead engineering scope, schedule, budget, and resource planning for assigned EPC projects.
  • Drive engineering deliverables to support procurement milestones and construction sequencing.
  • Evaluate engineering changes for impacts to project cost, schedule, procurement, and construction.
  • Participate in project risk reviews and change management processes.
  • Support earned value reporting and engineering progress forecasting.
  • Coordinate with project managers to manage engineering budgets and labor forecasts.

Client & Stakeholder Engagement

  • Serve as a primary point of contact for clients, maintaining strong working relationships and clear, proactive communication
  • Represent the company in client meetings, design reviews, and site visits, including periodic work at client offices
  • Communicate project status, technical findings, and design recommendations clearly to both technical and non-technical stakeholders

Procurement & Vendor Coordination

  • Prepare technical specifications and material requisitions.
  • Evaluate vendor proposals and technical submittals.
  • Review manufacturer drawings and equipment documentation.
  • Support procurement by resolving technical questions from suppliers.
  • Coordinate with vendors to ensure engineering supports fabrication schedules.
  • Evaluate material substitutions for technical and commercial impacts.

Construction Support

  • Participate in constructability reviews during design development.
  • Resolve engineering issues during procurement and construction with an emphasis on minimizing schedule impacts.
  • Review contractor RFIs, NCRs, and field change requests.
  • Support outage planning and construction sequencing.
  • Participate in site visits to validate constructability and resolve field engineering issues.
  • Support commissioning and project turnover activities.

Leadership & Team Development (For Candidates at the Senior/SME level)

  • Lead, mentor, and develop junior and mid-level engineers, including direct report responsibilities
  • Oversee team workload distribution and provide technical guidance and QA/QC across team deliverables
  • Contribute to staff development, training, and knowledge-sharing initiatives within the transmission line group

Required Education & Experience

  • Bachelor's degree in Engineering Discipline (Civil or Structural Preferred)
  • 8+ of relevant experience in the design of electric utility transmission systems (leadership roles require demonstrated supervisory experience) including 2+ years directly supporting EPC projects
  • Experience with PLS-CADD, PLS-POLE, and TOWER
  • Experience with LPILE or MFAD
  • Working knowledge of NESC, ASCE, ACI, and AISC code requirements, construction specifications, and the material procurement process
  • Proven ability to communicate effectively with clients and project teams; strong verbal and written communication skills
  • Ability to work effectively both independently and within a team environment
  • Willingness to work in a client office and/or travel periodically as needed
  • Professional Engineer (PE) license Required

Preferred Qualifications

  • Experience supporting field engineering during construction.
  • Experience applying value engineering solutions to improve material economy, constructability, and/or safety.
  • Experience performing constructability reviews.
  • Experience with AutoCAD, MicroStation, ProjectWise, Mathcad, or GIS
  • Prior construction management or construction support experience

Pay Range $92,300.00 - $166,850.00
