Business Analyst

We are looking for a Compliance Analyst to support budgeting, contract compliance, and procurement oversight for information technology operations in Memphis, Tennessee. This Long-term Contract position will focus on financial analysis, contract administration, and policy adherence while partnering with internal leaders, purchasing teams, and vendors. The role is ideal for someone who can interpret budget data, manage documentation with accuracy, and help maintain strong compliance standards across operating and capital initiatives.

Responsibilities:

• Support the planning, coordination, and ongoing administration of operating and capital budgets for IT-related programs and services.

• Review spending requests, funding needs, and financial documentation to confirm alignment with approved budgets, allocations, and fiscal guidelines.

• Maintain budget records, forecasts, revisions, and supporting entries within financial systems while ensuring data accuracy and timely updates.

• Partner with department leaders and management teams to gather contract and budget information, provide procedural guidance, and address compliance questions.

• Prepare procurement materials such as solicitation packages, bid documentation, requisitions, and contract support documents for technology products and specialized services.

• Monitor contract and project expenditures, track budget utilization, and recommend funding adjustments or transfers when spending trends indicate a need.

• Audit invoices, check requests, travel expenses, and other financial transactions to verify proper documentation, available funding, and adherence to policy.

• Develop reports, spreadsheets, presentations, and other analytical materials that support leadership decision-making, budget reviews, and audit readiness.

• Communicate with vendors, contractors, and internal stakeholders to facilitate contract administration, resolve documentation needs, and support compliant service delivery.Complia

Qualifications:

• Experience in business analysis with a strong focus on budget administration, financial review, or contract compliance.
• Working knowledge of procurement processes, including preparation of solicitations such as RFPs, RFQs, and related contract documentation.
• Ability to analyze expenditures, forecasts, and budget constraints while identifying variances and funding needs.
• Familiarity with contract management principles, including audits, pricing review, terms, provisions, and compliance oversight.
• Strong document review and reporting skills with the ability to produce clear financial summaries, spreadsheets, and supporting materials.
• Understanding of purchasing policies, fiscal controls, and administrative procedures within a regulated environment.
• Effective communication skills and the ability to collaborate with management, vendors, and cross-functional teams.
• Exposure to Agile Scrum environments or IT-related operations is a plus.

Compensation

$33.25-$38.50 Hourly
