Payroll Supervisor

Compensation: $65 to $85 Yearly

We are looking for an experienced Payroll Supervisor to lead payroll operations and workforce administration for a construction-focused organization in Fresno, California. This role oversees accurate, compliant payroll processing while supporting employee records, onboarding, benefits administration, and day-to-day people operations. The ideal candidate brings strong expertise in certified payroll, prevailing wage requirements, and multi-state employment practices, along with the leadership skills to guide payroll processes in a fast-paced environment.

Responsibilities:
• Lead end-to-end payroll processing for both hourly and salaried employees, ensuring timely and accurate pay administration.
• Oversee certified payroll submissions and maintain compliance with federal, state, and local prevailing wage regulations tied to public works projects.
• Verify timekeeping entries, labor distributions, and job cost allocations to support accurate payroll reporting and project accounting.
• Administer payroll-related deductions such as garnishments, benefit withholdings, and tax payments, and help ensure all required filings are completed correctly.
• Partner with accounting on payroll reconciliations, general ledger balancing, and month-end close support for payroll-related accounts.
• Maintain organized payroll documentation, prepare quarterly and annual reporting, and respond to audits or agency inquiries as needed.
• Coordinate onboarding activities for new employees, provide orientation support, and complete employment documentation while keeping personnel files current and compliant.
• Support benefits administration, open enrollment activities, employee relations matters, policy application, recruitment coordination, and safety training record tracking.

Qualifications:

• At least 5 years of payroll experience within the construction industry.
• Minimum of 3 years in a supervisory or team leadership capacity.
• Demonstrated hands-on experience with certified payroll processing.
• Strong knowledge of prevailing wage rules, Davis-Bacon requirements, union reporting, and public works compliance.
• Experience managing payroll across multiple states and understanding related employment requirements.
• Solid understanding of payroll taxes, wage and hour regulations, and broader employment law compliance.
• Proficiency with payroll platforms such as ADP Workforce Now and strong Microsoft Excel skills.
• Experience handling full-cycle payroll for a workforce of 500 or more employees.

$65,000.00-$85,000.00 Yearly
