Summary
FED95 is currently hiring for an experienced Systems Administrator familiar with Intelex software to fully support our government client, the U.S. Army Tank-Automotive and Armaments Command’s (TACOM) with Information Technology (IT) Support. Required activities include installation, configuration, integration, testing, troubleshooting, deployment, and sustainment of mission applications and/or systems.
Work Location and Schedule
This is a 100% remote (telework) position. 8 to 10 hours per week and will take tasking from government program manager.
Position Summary
This position is responsible for the following:
Purpose: Provide application modernization, database administration, system user administration and customer support to the U.S. Army Tank-Automotive and Armaments Command (TACOM) Safety Incident Automated Reporting System (SIARS).
SIARS Consulting, Configuration, and Training: The candidate shall support this task order remotely pending COR approval. Four hundred twenty-four (424) hours of consulting and technical support are required.
The candidate shall have at least five years' experience in providing Environmental, Health and Safety (EHS) application administration support to DoD, Army Safety and Occupational programs.
The candidate shall be able to provide expert technical support to Intelex EHS off-the-shelf suite of application for the most recent versions of the software. The candidate shall not be provided with time during the task order period of performance to attain requisite level of expertise for the administration of Intelex EHS products.
The candidate shall develop, configure, administer, and train users on the TACOM's Safety Incident Automated Reporting System (SIARS) inclusive of all existing applications. SIARS supports the full life-cycle management of the U.S. Army TACOM Safety Program.
The candidate shall work with the TACOM SIARS Program Manager to maintain, improve and train users on system administration framework to enhance current capabilities and develop additional capabilities as needed.
The candidate shall train TACOM Army civilians on the SIARS Safety Management System (SMS) Version 6. Training elements to be covered shall include system administration, application workflow, and use of reports and dashboards. The candidate shall develop training materials when required, including user manuals, reference guides, and presentations.
The candidate shall provide help desk support to all TACOM SIARS users in system administration, configured enhancements, reports and dashboard development, as described below.
Scope of Work:
- The candidate shall perform routine configuration revisions to applications that were custom created for the TACOM Safety Office and the Office of the Assistant Secretary of the Army, Installations, Energy and Environment (OASA IE&E), to include the following:
- Feeder Report (for Incident Rates)
- Injury Reporting - Occupational Safety and Health Administration (OSHA)
- Job Hazard Analysis (JHA) Builder
- TACOM Safety and Occupational Health (SOH) Best Practices
- Occupational Safety and Health Administration (OSHA) Notice of Violation (NoV) Tracker
- The candidate shall configure and maintain the Intelex suite of applications previously installed. These applications are:
- Safety Nonconformance
- Audits with Checklists
- Incident Management
- Communications
- Management Review
- Audits
- Audits with checklists
- 5S Assessments
- Task Management
- As part of the configuration and management of these applications, the contractor shall perform daily maintenance of the applications and change management processes, manage and complete change requests, create reference guides, perform field and application-level security management, and assume responsibility for overall end user experience management. Documentation of these activities required is inclusive of the following:
- Document and maintain application architecture and version control reflecting all changes and enhancements to application fields, objects, workflows, and all associated alignment of applications to associated roles, groups, and application access and security.
- Document and update all requests for support to include the full life cycle of each support request through closure.
- The candidate shall develop and maintain a data dictionary to support potential, future data bridging strategies with other Army systems.
- The candidate shall configure the system back end to include: creating, editing, and managing workflows; checking and error handling; customizing email notifications; and setting process business rules to ensure the system performs as expected for end users. The candidate shall ensure that all roles, groups, notifications and security and access components are maintained for proper identification, definition and free of duplication
Minimum Qualifications, Knowledge, Skills, and Abilities:
- Bachelor or higher degree in Computer Science, Information Systems, or related field; or equivalent combination of education and experience.

- U.S. citizenship.
- Ability to pass a pre-employment drug screen.
- Applicants selected will be subject to a government security investigation and must meet eligibility requirements for secret clearance (Tier 3/IT-II minimum), and eligible for a Common Access Card (CAC).
- Ability to complete all mandatory annual DoD/TACOM training (e.g., Cybersecurity, OPSEC, Anti-Terrorism Level 1, Records Management, CUI, PII).
- Strong problem-solving skills with the ability to perform root cause analysis and recommend corrective actions.
- Effective communication skills (oral and written) for working with peers, supervisors, and Government stakeholders.
Preferred Qualifications, Knowledge, Skills, and Abilities:
- Current government secret security clearance.
- ITIL - certifications, standards for IT systems support.
- Experience with DoD: Network Engineering, server and systems cloud migration projects, and Center Consolidation/Migration.
- Experience with U.S. Army logistics and accountability systems.
- Experience with SQL Server Integration Services (SSIS) for data import/export processes.
- Familiarity with RESTful API design and integration for connecting systems and exchanging data across DoD environments.
- Understanding if Army cybersecurity and Risk Management Framework (RMF) requirements; ability to develop secure code and follow DoD information assurance standards.
- Familiarity with Army/DoD software development life cycle standards, configuration management, and change control procedures.
- Knowledge of Army records management, OPSEC and PII handling requirements.
- Familiarity with Section 508 compliance for software accessibility.
- Desired exposure to modern front-end and cloud technologies, including:
- Lazor, ReactJS, JavaScript/TypeScript, Telerik/Kendo
- SharePoint Framework (SPFx), SharePoint Online
- Microsoft Power Platform (PowerApps, Power Automate)
- Azure SQL and Azure cloud environments
