Basic Purpose
Directs and oversees projects, activities and deliverables associated with participation in wholesale markets. Coordinates with business units throughout Company to identify and address critical technical issues impacting operations and market settlements. Proactively participates in stakeholder, tariff and other regulatory proceedings to advance market rules and market design changes on behalf of Company. Responsible for advancing market options related today ahead markets, resource adequacy, EIM, regional coordination, and market alternative programs.
Responsibilities
Essential Duties and Responsibilities
Evaluates proposed market rules and market design changes that impact commercial operations and transmission tariffs, including but not limited to the Energy Imbalance Market (EIM), potential organized market expansions and the Company’s interaction with market participants outside of organized markets.
- Develops comments and proactively participates in stakeholder, transmission tariff and other regulatory proceedings to advance market rules and market design changes.
- Guides and directs development of supporting material used for internal and external communications on wholesale market activities including data request responses, testimony, regulatory filings, etc.
- Advises management on the impacts of proposed market rules and market design changes throughout NV Energy. Integrates strategic assessments of existing and proposed market rules into planning and operating decisions.
- Follows the CAISO market release schedule to prepare for market releases, identify impacts to internal business units, disseminate or develop training, and recommend potential strategy options available to leadership.
- Interfaces with the settlement/billing group related to EIM billing and transactions and interfaces with Generation, IT Support, and the CAISO/DMM to coordinate, identify errors, and test Masterfile updates.
- Works with the EIM Entity scheduling coordinator to communicate the EIM/CAISO requirements, processes, and changes.
- Provides strategic input in the revision of FERC tariffs and business practices. Works closely with FERC attorneys on complex rule interpretations.
Performs or coordinates analysis of technical and market performance data in support of both operations and market settlements.
- Monitors, documents, and communicates generating unit performance and efficiency to internal customers.
- Reviews process data and perform analyses to detect present and potential market problems
- Participates in root-cause analyses for market failures to determine settlement impact and identify any potential root cause.
- Completes complex or innovative assignments requiring the development of new or improved tools and procedures
- Identifies market performance gaps and opportunities and develops alternatives to address.
- Advocates for changes in policy and procedures based on knowledge and observation of existing systems
- Effectively elevates critical priority items
Monitors and enforces all compliance requirements for area of responsibility.
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Performs related duties as assigned.
Qualifications
Essential Education, Skills, and Environment
Education and Work Experience
Bachelor’s degree and 8 years of related experience.
Candidates that do not possess a bachelor’s degree must have a minimum of 12 years of related work experience.
Specialized Knowledge and Skills
Demonstrated knowledge of:
Gas and electric industry with emphasis on western power markets and products and how organized markets function.
Demonstrated skill such as:
- Excellent analytical, time management, communication, decision making, presentation, human relations, and organization skills.
- Ability to resolve problems in a timely manner.
Equipment and Applications
PCs, word processing, spreadsheet and database programs
Work Environment and Physical Demands
General office environment. No special physical demands required.
