Talent Acquisition Manager
Overview

We are looking for a Talent Acquisition Manager who is more than just a recruiter—they are a strategic partner, a brand ambassador, and a culture builder. The successful candidate will lead the charge in sourcing, identifying, and attracting the top-tier talent required to support our high-stakes recruitments, including our work with various federal clients. Our work domains are often highly technical and focused on federal contracting. The successful candidate will have the ability to screen data scientists, system architects, technical programmers, managers, and communications professionals for both technical ability and emotional intelligence.
The Talent Acquisition Manager will implement a full recruitment workflow, from initial sourcing to successful hiring. You won't just be filling "seats"; you will be partnering with program managers to build the teams that drive NCC forward. This role requires a data-driven mindset to optimize our hiring processes, a creative flair for finding talent outside of job boards or services, and an ability to cultivate an environment that nurtures and encourages innovation and creativity. Please note this is an individual contributor role.
Essential Duties and Responsibilities
- Execute the full lifecycle talent acquisition process
- Post job ads internally and externally, source candidates, screen candidates, and schedule interviews
- Consult with managers/leadership to define ideal candidate profiles and advise on market availability and salary trends
- Manage multiple recruitments from entry level to senior leadership roles
- Ensure interview feedback is entered into ATS by all interviewers after each interview round
- Negotiate salaries within budgetary constraints and make hiring recommendations to leadership
- Create and send offer letters and conduct credit and background checks
- Partner with the HR team to improve talent acquisition processes and implement best practices to manage all recruiting activities ensuring data accuracy and compliance with all government contractor rules and regulations
- Build and maintain a strategy for developing a pipeline of candidates for roles quickly
- Prepare strategic staffing plans for onboarding candidates upon anticipated contract awards
- Build and maintain strong pipelines of candidates for various roles
- Create and manage talent acquisition metrics/reports and present to relevant stakeholders
- Ensure all ATS data is kept up to date and accurate
- Build and maintain a pipeline of screened qualified candidates for future opportunities
- Prepare compliance reporting recruitment data
- Communicate requisition progress in weekly management meetings
- Manage pre-hire communications and engagement
- Administer pre-hire investigations within FCRA, state, and federal security statutes
- Other duties as assigned
Minimum Requirements
- 3-4 years of successful recruiting experience with at least 1 year in a lead capacity
- Previous experience with various applicant tracking systems
- Ability to pivot quickly when project scopes and/or funding priorities shift
- Deep understanding of EEO regulations to ensure a compliant hiring process
- Strong candidate sourcing skills and engagement beyond standard job boards
- Demonstrated experience recruiting for various proposal and funded positions within tight deadlines
- Ability to run and analyze recruitment metrics (Time-to-Fill, Source of Hire, etc.) to drive strategic decision-making
- Strong attention to detail
- Proven negotiation skills
Preferred Qualifications
- Prior experience recruiting for professional services or government contracting roles
- Proficiency in Microsoft Office
- Ability to develop proactive strategic recruiting strategies
Compensation:
$100,000.00 - $110,000.00
