In this position, you will support the life-cycle sustainment and evolution a Navy IETMs for the CAD/PAD systems supporting portfolio of platforms across USN, Joint and FMS communities. Your work will coordination and integrate inputs from program planning personnel, engineers, logisticians, technical authors, OEM personnel, subject matter experts, technologist and operational personnel acting as the primary technical and project support for the IETM's LEM.
Applicants must have a bachelor's degree with at least 4 years' experience, an Associates in a relevant field as described earlier with at least 8 years' experience, or a high school diploma/GED with at least 10 years' experience. Military Logistics and Fleet Maintenance experience in a rating associated with CADs and/or PADs is highly desired. Applicants must be a U.S. citizen and able to qualify for a Security Clearance. Excellent oral and written communication skills required. The ideal candidate will be located within 30 minutes of Patuxent River, MD; or Chesapeake, VA though candidates from all locations will be considered. Able to support multi-week travel, with most travel being of 1 week or less duration with total travel per annum expected to be 20% or less of work time. The ideal candidate is organized, detail oriented and well-skilled in identifying issues through observation of military maintenance and content review. Active Security Clearance is a plus. Fleet maintenance experience with CDI or QA certification will be considered relevant experience for this position.
Key responsibilities of this role include:
- Acting as the overall technical content authoring agent for the 11-100 IETM including support for typical content updates, IRACs, TPDR resolution, ECP driven changes and associated materials.
- Coordinating engineering, logistics, programmatic, supply, and associated stakeholders both within PMA-202 and across the broader CAD/PAD systems development and sustainment communities for IETMs related activities and needs.
- Drafting and managing the review of IETMs update releases throughout the content and viewer development lifecycle.
- Leading the development and completion of IETM releases whether broad Fleet/End User or tailored.
- Support Fleet engagement and be a front-line actor in addressing Fleet inquires, needs, and optimizations for the 11-100 IETMs.
- Support the requirements development and authoring tool capabilities evolution for the 11-100 including associated training materials and integrations with the larger CAD/PAD Virtual Fleet Support ecosystem.
Required Skills:
- Demonstrated ability to review, analyze, and decompose engineering and COTS source materials at both mature and maturing stages to develop and document technical manual/IETMs feedback providing technical edits, rule-based edits, analysis and recommendations.
- Demonstrated ability to harmonize inputs creating concise documentation of details for both deep analysis of Systems and broad consolidation of technical issues
- Demonstrated ability to document and present data, information, status, and solutions into detailed, peer summarized and executive summarized documentation, flowcharts, layouts, diagrams, charts, and reports.
- Perform tabletop and observe planeside Maintenance activities performed in accordance with technical publications and IETMs by US Marines and document discrepancies, issues, and other feedback related to using the technical publications for Maintenance drawing technical and non-technical personnel into effective description of required maintenance activity when Verifying content
- Effectively operate, communicate and interact across stakeholders of a wide variety of technical, professional experience, and organizational backgrounds from software developers and technical authors to military maintainers, systems engineers, and representatives of foreign military organizations.
- Collect, collate, and transcribe discrepancies and other technical publications feedback generated both manually and electronically during Verification, enter information into and manage data repositories and track discrepancy resolution workflows through validation of corrected IETM
- Assist in project planning and development of project control documents including ROMs, authoring schedules, integration of FMS and USN needs, technical whitepapers, and content complexity/risk assessments.
- Create, assimilate and convey technical material in a concise and effective manner using the guidelines established by the project manager, program manager or customer
- Excellent written and oral communication skills in both structured and unstructured media
- Work with a geographically distributed team of integrated analysts and technical SMEs
- Track action items, planning and coordinating events, and programmatic data calls.
- Actively support program meetings, conferences, and reviews including issuing minutes.
- Proven ability to work on multiple projects with separate timelines and levels of complexity providing effective and efficient support or leadership as required by project and project stage.
Demonstrated experience must include at least 3 years in 3 or more of the following areas, 5 or more years in 5 or more areas is desired, experience may be concurrent. Alternately 8+ years of experience in any one area with at least 1 year in a second will meet this requirement:
- NAVAIR or NAVSEA Technical Manual or IETMs use in at least 2 levels of maintenance O, I, or D
- O-Level Maintenance with CDI or QA qualification in accordance with the NAMP (4790)
- I-Level or D-Level Maintenance experience in a rate with CAD/PAD requirements
- IETM Development
- LSA Maintenance Task Analysis and Maintenance Planning Content Development
- Cross Platform development, review, or content development for IETM or ALE systems
- USN or USMC Technical Manual Authoring
- Engineering systems and source material integration
- IETM inputs to system engineering, supply and program planning
- Technical data IV&V/NATEC QA
- NATEC Technical Manual and Publication System (TMAPS), NATEC Electronic Library Management System (ELMS)
- TPDR review and/or Management
- FMS Logistics Support
- Data migration for FMS
- Coordination of IETM or Logistics products for a Program of Record
Salary Range: Salaried at $85,000 - $101,920 or the equivalent of $40.87 to $49.00 per hour - Antech applies several factors to determine each individual's appropriate salary component in their compensation package, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific elements and broader organizational requirements.
