Preventive Maintenance (PM)/Builder Data Manager

Job Summary:
Responsible for planning, directing, and managing the Preventive Maintenance Program for a Base Operations Support (BOS) contract at Ft. Belvoir. Ensures all preventive maintenance activities are performed in accordance with contract requirements, applicable Unified Facilities Criteria (UFC), manufacturer recommendations, OSHA standards, and industry best practices. This position is responsible for maximizing facility reliability, minimizing equipment downtime, and ensuring all maintenance activities are accurately planned, scheduled, documented, and completed within the Computerized Maintenance Management System (CMMS) and GFEBS.
In the role as BUILDER Data Manager is responsible for the administration, maintenance, quality control, and reporting of the installation's BUILDER Sustainment Management System (SMS) database. The position supports the Base Operations Support (BOS) contract by ensuring facility inventory, condition assessment, component section inventory (CSI), and asset management data are accurate, complete, and compliant with Department of Defense (DoD), U.S. Army, and Engineer Research and Development Center (ERDC) requirements.
Works closely with BUILDER Facility Assessors, engineers, maintenance personnel, and Government representatives to process facility condition assessment (FCA) data, validate asset information, generate management reports, and support lifecycle planning and sustainment analysis.
Essential Duties and Responsibilities:
The essential duties and responsibilities include, but are not limited to, the following:
  • Develop, implement, and manage the Preventive Maintenance Program to ensure readiness and operational continuity for 400 buildings comprising more than 12,000 critical infrastructure components (including HVAC systems, electrical distribution, life safety systems, and structural assemblies).
  • Program Architecture & Scheduling: Establish, update, and sequence the master PM calendar for 12,000+ assets, maximizing resource efficiency and minimizing disruption to mission-critical base operations.
  • CMMS Management: Serve as the primary administrator for the Computerized Maintenance Management System (CMMS) or Army-enterprise system (e.g., GFEBS or Maximo). Ensure 100% data integrity for asset tagging, history tracking, and labor hour logging.
  • Maintain and administer the installation BUILDER SMS database.
  • Process data collected by BUILDER Facility Assessors.
  • Generate standard and customized BUILDER reports.
  • Regulatory & Safety Compliance: Ensure all PM activities strictly adhere to Contract, Army regulations (ARs), Unified Facilities Criteria (UFC), OSHA, NFPA, and environmental compliance standards.
  • Quality Assurance & Auditing: Conduct field verification audits to ensure PM tasks are executed to standard and that warranty tracking for new components is meticulously maintained.
  • Develop annual, quarterly, monthly, and weekly preventive maintenance schedules.
  • Analyze equipment history, failure trends, and maintenance data to optimize maintenance frequencies.
  • Ensure manufacturer recommendations and applicable codes are incorporated into PM procedures.
  • Monitor work order completion rates and PM compliance metrics.
  • Review and update preventive maintenance procedures and job plans.
  • Monitor equipment life cycles and recommend repair or replacement strategies.
  • Develop corrective action plans for recurring equipment failures.
  • Ensure compliance with OSHA, EPA, NFPA, UFC, UFC, NEC, ASHRAE, and applicable federal, state, and local regulations.
  • Support Quality Control inspections and Government audits.
  • Prepare reports on preventive maintenance performance, backlog, equipment reliability, and key performance indicators (KPIs).
  • Participate in transition activities during contract mobilization and demobilization.
  • Assist with budget planning for preventive maintenance materials and replacement components.
  • Maintain effective communication with Government Contracting Officer Representatives (COR), Facility Managers, and Operations leadership.
Education and/or Work Experience Requirements:
  • Experience: A minimum of 5–7 years of progressive experience managing large-scale facilities maintenance, industrial plant operations, or complex asset management programs.
  • Experience with BUILDER Sustainment Management System (SMS) is preferred.
  • Technical Proficiency: Advanced expertise utilizing enterprise-level CMMS platforms (e.g., IBM Maximo, SAP, GFEBS, or eMaint) to track workflows and generate predictive analytics.
  • Education: Associate degree preferred.
  • Comprehensive knowledge of preventive and predictive maintenance principles.
  • Strong understanding of building systems including HVAC, electrical, plumbing, mechanical, fire protection, and utility infrastructure.
  • Knowledge of CMMS administration and maintenance planning.
  • Ability to analyze maintenance performance metrics and equipment reliability data.
  • Excellent planning, scheduling, and organizational skills.
  • Strong leadership and personnel management abilities.
  • Ability to prioritize multiple projects and changing operational requirements.
  • OSHA 30-Hour Certification
  • Will also have knowledge and general proficiency in GFEBS, Maximo, MS Office Suite (Word, Excel, PowerPoint, Outlook) and other required software that is used at the job site.
  • Experience in O&M to include management of a work force that is responsible for O&M and repair of all facility systems, subsystems, and selected equipment typically found in a Base Operating Services contract.
  • Must be able to read, write, speak, and understand English.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Must be able to pass a company drug screen and background check. Must possess a valid state driver's license and insurable driving record.
