Certified Payroll Specialist

We are seeking an experienced Certified Payroll & Prevailing Wage Specialist to join our clients team. This role is responsible for administering certified payroll for public works projects while ensuring compliance with federal, state, and local prevailing wage regulations. The ideal candidate has a strong understanding of California public works requirements, Davis-Bacon Act compliance, and labor compliance reporting.

This position works closely with payroll, project management, accounting, human resources, subcontractors, and government agencies to ensure payroll accuracy and regulatory compliance.

Responsibilities

• Process weekly certified payroll for multiple public works projects.
• Prepare and submit certified payroll reports (CPRs) accurately and on time.
• Ensure compliance with:
• California Prevailing Wage Laws
• Davis-Bacon Act
• DIR (Department of Industrial Relations) requirements
• Federal, state, and local labor compliance regulations
• Review wage determinations and assign appropriate prevailing wage classifications.
• Verify fringe benefit calculations and employer contributions.
• Maintain accurate employee classifications, work hours, and project assignments.
• Audit payroll records to ensure prevailing wage compliance.
• Coordinate apprentice utilization and apprenticeship reporting requirements.
• Process fringe benefit credits and travel/subsistence requirements when applicable.
• Respond to labor compliance audits and agency inquiries.
• Work with subcontractors to collect, review, and monitor certified payroll submissions.
• Assist with employee payroll corrections and restitution calculations when necessary.
• Maintain organized payroll and compliance documentation.
• Stay current on prevailing wage legislation and labor law updates.

Qualifications:

• 3+ years of certified payroll and prevailing wage experience.
• Experience processing California public works payroll.
