Northrop Grumman Aeronautics Sector is currently seeking a Program Manager 3 - Baseline Management to join our team of qualified, diverse individuals driving high quality program execution through their direct support and performance as a leader of Baseline Management. This leadership opportunity is located in Melbourne, Florida.

Due to the nature of the role, an on-site presence is required and cannot be performed remotely. The position will follow our 9/80 schedule and allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.  

Position Description

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Primary responsibilities will include but are not limited to:

  • Oversight of all aspects of the program baseline for a large organization (e.g. PDD/PMP, WBS, OBS, Org Chart, IMP, etc.)
  • Creation and management of roadmaps for the development of program artifacts
  • Responsible for development of metrics, tools and processes to monitor, track and report the health and performance of the program and assigned activities to program leadership
  • Leadership of a multifunctional team of both matrixed and direct individuals
  • Redefining how to properly identify, outline, and manage all programmatic requirements that are not part of the technical requirements set
  • Apply proper requirements management rigor to include orphan and barren analysis as well as driving requirements to board approval
  • Development of SSOW and SDRL templates 
  • Development of process for creating and approving SSOW packages 
  • Drive innovative thinking, embrace change, and sometimes pilot new digital tools and processes that may define program operations for the baseline scope of work
  • Successfully plan and execute all program start-up reviews (PSRs) and IBRs required within the organization and provide status updates to leadership

Basic Qualifications:

  • Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below 
  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions 
  • Must have professional experience working with Program Management principles: managing projects, scheduling, budget management, etc. 
  • Experience with program proposals, cost and schedule control, program budgeting and forecasting for DoW programs
  • Familiarity with program startup efforts and support of the Integrated Baseline Review (IBR) and required data submittal
  • Prior CAM experience
  • Experience in the Aerospace and Defense industry 
  • The ability to travel domestically 10% of the time 
  • Your ability to transfer and maintain the final adjudicated U.S. government Secret clearance (must be in-scope or enrolled in Continuous Evaluation) and any program access(es) required for the position within a reasonable period of time, as determined by the Company

Preferred Qualifications:

  • Current TS/SCI and active Special Access Program (SAP) clearances 
  • Systems engineering experience preferred, or experience as an engineer
  • Experience and knowledge of configuration management practices
  • Experience working with the Atlassian suite, including Jira
  • Earned Value and financial reporting experience on a variety of contract types

Primary Level Salary Range: $166,700.00 - $250,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
