Proposal Manager

We are looking for an experienced Proposal Manager to support major transportation and public-sector pursuits in Long Island City, New York. This is a Long-term Contract position for a detail-oriented individual who can guide complex proposals from early planning through final submission while maintaining quality, compliance, and momentum under demanding deadlines. The ideal candidate brings strong leadership presence, works effectively with technical contributors and client stakeholders, and thrives in a fast-paced environment focused on large infrastructure and transit opportunities.

Responsibilities:
• Direct the full proposal lifecycle for large-scale government and transportation opportunities, from kickoff planning through final delivery.
• Build and manage pursuit schedules, content plans, review cycles, and submission milestones to keep teams aligned and on track.
• Collaborate closely with engineers, technical specialists, and other subject matter experts to shape clear, persuasive, and compliant proposal responses.
• Ensure all submissions meet public-sector requirements, formatting standards, and deadline expectations for complex agency procurements.
• Oversee document production, layout, version control, and final quality checks to deliver high-quality proposal packages.
• Serve as a visible point of contact during active pursuits, representing the proposal function effectively in internal and external interactions.
• Provide guidance and day-to-day direction to proposal coordinators while helping strengthen team processes and overall output quality.
• Support strategic decision-making during high-pressure pursuits by identifying priorities, resolving workflow issues, and driving progress across contributors.

Qualifications:

• At least 5 years of experience managing complex, deadline-sensitive proposals in the public sector or major infrastructure environment.
• Demonstrated success supporting transportation, transit, or other large government agency pursuits.
• Senior-level background in proposal management with the ability to lead efforts independently and influence cross-functional teams.
• Proficiency with Adobe InDesign and Adobe Photoshop, along with strong proposal production and document management capabilities.
• Strong writing, editing, and coordination skills across proposal development, response creation, and final submission preparation.
• Excellent organizational and project management skills, with the ability to handle multiple priorities under tight deadlines.
• Client-facing experience and the executive presence needed to work confidently with technical professionals and leadership stakeholders.
• Collaborative approach paired with sound judgment, decision-making confidence, and a positive attitude in high-volume environments.

Compensation

$61.75-$71.50 Hourly
