Overview
Lynker Corporation is seeking a Fisheries Data Analyst to support NOAA Fisheries’ Southeast Fisheries Science Center (SEFSC), Fisheries Statistics Division (FSD), and the Southeast Region Head Boat Survey (SRHS). This proposed role will provide administrative, data management, QA/QC, analytical, reporting, outreach, and scientific meeting support for fishery-dependent data from the recreational head boat fishery in the Southeastern United States. *Hiring for this position will be contingent on contract award.
The SEFSC supports fisheries science across the Southeast Region, including the South Atlantic, Gulf of Mexico, and Caribbean. FSD supports the collection, compilation, quality control, assurance, analysis, and dissemination of fisheries-dependent data used for stock assessments, scientific inquiries, annual reporting, and management support.
Responsibilities
Duties of the Fisheries Data Analyst will include the following:
- Provide administrative support to manage and analyze fishery-dependent data from the recreational head boat fishery in the Southeastern United States from North Carolina to Texas.
- Manage, organize, and maintain SRHS and NMFS databases to ensure proper functioning, data quality, and error correction.
- Enter and quality control data daily and provide weekly status reports.
- Process, perform QA/QC, and analyze biological samples collected during sampling operations.
- Perform QA/QC checks on otolith and spine collections in the Oracle system.
- Provide error reports to port agents for correction.
- Use custom data entry applications and database software such as Microsoft Excel, Oracle, and Access to summarize data and provide results.
- Organize and maintain bioprofile, logbook catch record, and head boat activity report databases.
- Compile dockside sampling data from head boat port agents in the South Atlantic and Gulf of Mexico.
- Maintain and develop quality assurance and quality control analyses and procedures for Head Boat Survey data.
- Compile and maintain vessel directory and contact information.
- Track vessel reporting compliance.
- Use SAS and/or R analytical software, Oracle, and relational databases to summarize landings and effort estimates, conduct data QA/QC, monitor compliance, and analyze sensitive data.
- Perform and assist with data analyses in support of data requests and general scientific inquiries.
- Perform data summaries and analyses in support of SEDAR activities.
- Assist with the annual report summarizing head boat survey data, including landings, effort, and impacts on the South Atlantic and Gulf of Mexico head boat fishery.
- Participate in special projects, including multidisciplinary collaborations within and outside the agency.
- Write scientific proposals to compete for extramural funding.
- Review reports, manuscripts, and scientific proposals.
- Assist FSD staff with fishery-dependent and fishery-independent data entry and processing as needed.
- Participate in public outreach efforts, including meeting with fishermen and participating in public events to educate the public about SRHS and fisheries management in the region.
- Prepare for and present, facilitate, or participate in position-related workshops, scientific meetings, symposiums, and public forums.
Qualifications
The Fisheries Data Analyst should have the following:
- MS Degree in Marine Science or a related field of study; or BS Degree in Marine Science or a related field of study plus three (3) years of relevant experience.
- Knowledge of applying basic concepts, principles, and methodologies of data management and analysis of fishery data.
- Experience and proficiency in advanced database software such as SAS, R, Oracle, and Access to summarize data, perform statistical analysis, and provide results in presentation or report form.
Preferred qualifications include:
- Experience managing and analyzing catch and effort information from recreational fishermen.
- Knowledge of statistical concepts and theory.
- Expertise in data management and analysis.
Work Environment
The place of performance for this task is onsite at the SEFSC Lab in Beaufort, NC. Facility access is from 6:00 a.m. to 8:00 p.m., Monday through Friday. Personnel shall perform during normal operating hours, five days per week for the performance period, not to exceed 40 hours per week except when overtime is approved in advance. Deviations from this schedule must be coordinated with the COR. Overtime and travel are anticipated and authorized for this task order, subject to required advance approval.
