Description:
The Technical Writer / Editor II revises and writes standardized material for technical and administrative publications supporting the Naval Air Warfare Center Weapons Division (NAWCWD) Corporate Business and Analysis Group (CBA) and associated organizations under the Administrative Services contract. Materials include reports, manuals, briefs, proposals, instruction books, catalogs, and related publications concerned with work methods and procedures and the installation, operation, and maintenance of machinery and equipment.
The Technical Writer II receives assignments and technical information and organizes material to set standards of order, clarity, conciseness, style, and terminology. All recommended final products are provided to the Government, which determines final actions and approvals.

KEY RESPONSIBILITIES
Technical Writing & Document Preparation
Prepare technical reports, test plans, yellow sheets, reports of test results, technical memoranda, deficiency reports, message reports, and quick response reports from disk, rough, or handwritten drafts on appropriate forms and plain bond paper.
- Revise or write standardized material for reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications concerned with work methods, procedures, and the installation, operation, and maintenance of equipment.
- Organize material and complete writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology.
- Produce documents in rough or final draft, ensuring final documents meet the requirements of applicable instructions.
- Meet established turnaround standards of 30 typed pages per day for routine documents; accommodate variable turnaround times for urgent documents as specifically noted.
- May draft speeches, articles, and public or employee relations releases, or specialize in writing material regarding work methods and procedures.
Editing & Quality Review
- Perform proofreading, composition, and layout for official formal technical publications for off-site distribution, as well as informal publications, administrative publications, proposals, and manuscripts.
- Provide recommended final products (e.g., manuals, instructions) to the Government, which determines final actions and approvals.
- Maintain records and files of work and revisions.
Source Material & Illustration Support
- Receive technical information from a supervisor or senior writer; reference notes or manuals containing operating procedures and details.
- Observe production, developmental, or experimental activities to expand or verify provided operating procedures and details where required.
- Access manufacturers’ catalogs, drawings, blueprints, sketches, parts lists, specifications, mockups, and product samples to integrate and delineate technology, operating procedures, and production sequence and detail.
- Select photographs, drawings, sketches, diagrams, and charts to illustrate material; assist in laying out material for publication; and arrange for typing, duplication, and distribution of material.
Security & Compliance
- Handle all materials at the appropriate classification level; access to Secret-level information is required in the performance of this role.
- Handle all Controlled Unclassified Information (CUI) in accordance with DoDI 5200.48; ensure CUI is properly marked, safeguarded, and transmitted only through approved encrypted channels.
- Comply with OPSEC requirements outlined in the DD Form 254 and applicable DoD and DON directives.
- Adhere to public release requirements; unclassified information that has not been officially released shall not be disclosed without Contracting Officer approval and NAWCWD Public Affairs Office (PAO) coordination, per DFARS 252.204-7000.
- Follow applicable records management and correspondence standards, including NAVAIRINST 5216.1L and SECNAV M-5210.1.
General Administrative Support
- Prepare documents compatible with the Government IT environment, including Microsoft Windows 11, Microsoft Office Professional Plus 2016 or greater, and Microsoft 365.
- Support the Monthly Progress and Financial Status Report (CDRL A001) by providing relevant activity data to the contractor’s management chain as requested.
- Attend meetings at classification levels up to Secret as required; participation limited to administrative and technical support functions consistent with non-personal services requirements.
QUALIFICATIONS:
Education
- High school diploma or equivalent required.
- Degree or coursework in English, Communications, Journalism, Technical Writing, or a related field is preferred.
Experience
- Demonstrated mid-level (Level II) experience in technical writing and editing, preparing technical and administrative publications from drafts, notes, or source material.
- Experience producing reports, manuals, test plans, technical memoranda, and similar documentation to established style and formatting standards.
- Experience proofreading, composing, and laying out formal technical publications for distribution.
- Familiarity with DoD or Government documentation standards and security procedures is preferred.
Security Clearance
- Active Secret clearance required at time of hire. Must be maintained for the duration of contract performance.
Skills & Competencies
- Strong written communication skills with command of grammar, style, clarity, conciseness, and technical terminology.
- Proficiency in Microsoft Office Professional Plus 2016 or greater (Word, Excel, PowerPoint, Outlook) and Microsoft 365; ability to apply contractor-developed templates and formats.
- Ability to interpret source materials — catalogs, drawings, specifications, and product samples — and translate them into clear technical documentation.
- Strong attention to detail and ability to meet production turnaround standards.
- Knowledge of CUI handling requirements (DoDI 5200.48), OPSEC principles, public release restrictions, and records management procedures.
- Ability to work independently under contractor supervision while receiving technical direction from a supervisor or senior writer.
WORKING CONDITIONS
Approximately 95% of work is performed at Government facilities (China Lake, CA or Point Mugu, CA). Telework may be authorized on a case-by-case basis with COR concurrence, subject to mission requirements and contractor policy; the Government will not fund telework infrastructure.
Travel may be required, with anticipated trips including travel between China Lake and Point Mugu, CA, and occasional travel to Patuxent River, MD. All travel must comply with Joint Travel Regulations (JTR).
Must be able to attend meetings at classification levels up to Secret. Participation in meetings is limited to administrative and technical support functions; no inherently governmental functions or decision-making authority.
