The Budget / Financial Analyst (Journeyman) provides mid-level financial and budget analysis support to the Naval Air Warfare Center Weapons Division (NAWCWD) Corporate Business and Analysis Group (CBA) and associated organizations under the Administrative Services contract. The position reviews the tracking and control of funds for the serviced organization, researches regulatory material, analyzes facts, identifies problems, reports findings, draws conclusions, and recommends corrective or other proper action in carrying out routine analytical assignments.
Working independently at the Journeyman level under the contractor’s management chain, the successful candidate ensures the accuracy and validity of fiscal data and analyzes, forecasts, and interprets the control of resources and funds across the organization’s programs.

RESPONSIBILITIES
Fund Control & Financial Analysis
Review the tracking and control of funds of the serviced organization, ensuring fiscal data is monitored against established controls.
- Research regulatory material, analyze facts, identify problems, report findings, draw conclusions, and recommend corrective or other proper action in carrying out routine analytical assignments.
- Ensure the accuracy and validity of fiscal data in forms, schedules, and reports, and assess the legality and propriety of using funds for specific purposes.
- Analyze, forecast, and interpret the control of resources or funds and the tracking and control of funds for the organization’s programs.
- Monitor financial and business operations against established controls to identify problem areas and determine actions required to improve operating program effectiveness.
Budget Formulation & Execution Support
- Prepare data call response summaries for inclusion in routine and special reports on budget formulation and execution.
- Provide analytical support related to standard rates for customers, monitoring and analyzing account financial execution, and preparing year-end projections for Direct Product Accounts (DPA).
- Compile and analyze financial data to support Government review of DPA / Cost Distribution Account costs versus revenue, and identify historical trends and variances in financial execution.
- Perform administrative and technical work in support of budget analysis and administration, including recording, reporting, processing, and monitoring of budgetary transactions.
Program & Reporting Support
- Assist Government personnel in the preparation of financial reports, budget documentation, and supporting data analysis, limited to compiling, organizing, and analyzing financial data and providing informational summaries.
- Assist in preparing supporting documentation and analytical data related to program plans, program budgets, work unit plans, and development planning activities.
- Prepare analytical summaries and informational analysis for Government personnel; Government personnel determine all final actions, approvals, and financial decisions to ensure charges are posted accurately and in compliance with applicable DoD and Department of the Navy regulations.
Security & Compliance
- Handle all financial information at the appropriate classification level; access to Secret-level information is required in the performance of this role.
- Handle all Controlled Unclassified Information (CUI) in accordance with DoDI 5200.48; ensure CUI is properly marked, safeguarded, and transmitted only through approved encrypted channels.
- Comply with OPSEC requirements outlined in the DD Form 254 and applicable DoD and DON directives.
- Adhere to financial management standards consistent with the DoD Financial Management Regulation (DoD FMR), DoDI 7000.14, and applicable Department of the Navy directives.
General Administrative Support
- Prepare documents and reports compatible with the Government IT environment, including Microsoft Windows 11, Microsoft Office Professional Plus 2016 or greater, and Microsoft 365.
- Support the Monthly Progress and Financial Status Report (CDRL A001) by providing relevant activity and labor data to the contractor’s management chain as requested.
- Attend meetings at classification levels up to Secret as required; participation limited to administrative and analytical support functions consistent with non-personal services requirements.
QUALIFICATIONS:
Education
- Bachelor of Arts or Bachelor of Science degree from an accredited institution required.
- Substitution: 6 years of additional directly relevant work experience may substitute for the Bachelor’s degree requirement.
- Preferred degree majors: Business, Organizational Development, Project Management, Human Resources, Administrative Justice, Finance, Accounting, or a related field.
Experience
- 3 to 10 years of full-time experience in budget execution, financial analysis, fund control, or a closely related field (Journeyman level).
- Demonstrated experience reviewing and controlling funds, researching regulatory material, and performing analytical assignments independently.
- Experience preparing year-end projections, analyzing cost versus revenue, and identifying financial trends and variances.
- Experience preparing data call responses and supporting budget formulation and execution reporting.
- Experience within DoD or Government financial environments, including familiarity with the DoD FMR, strongly preferred.
Security Clearance
- Active Secret clearance required at time of hire. Must be maintained for the duration of contract performance.
Skills & Competencies
- Proficiency in Microsoft Office Professional Plus 2016 or greater, with strong Excel skills for financial analysis, forecasting, and trend identification.
- Ability to research and interpret regulatory and fiscal guidance and apply it to analytical assignments.
- Strong analytical judgment; ability to identify problems, draw conclusions, and recommend corrective action.
- Attention to detail in ensuring the accuracy, validity, legality, and propriety of fiscal data.
- Solid written and verbal communication skills for preparing summaries, findings, and reports.
- Knowledge of CUI handling requirements (DoDI 5200.48), OPSEC principles, and DoD financial management standards (DoD FMR).
- Ability to perform all functional duties independently under contractor supervision.
WORKING CONDITIONS
Approximately 95% of work is performed at Government facilities (China Lake, CA or Point Mugu, CA). Telework may be authorized on a case-by-case basis with COR concurrence, subject to mission requirements and contractor policy; the Government will not fund telework infrastructure.
Travel may be required, with anticipated trips including travel between China Lake and Point Mugu, CA, and occasional travel to Patuxent River, MD. All travel must comply with Joint Travel Regulations (JTR).
Must be able to attend meetings at classification levels up to Secret. Participation in meetings is limited to administrative and analytical support functions; no inherently governmental functions or decision-making authority.
