Data Management Analyst II

Summary
The Data Management Analyst II provides support to the Department of State's Bureau of African Affairs and reports to the Program Manager. The position is 100% on-site. **This position is pending funding**
Essential Duties and Responsibilities
  • Review/analyze and data mine impact evaluations, DIS system, FACTS Info, the Development Clearinghouse and other sources of program information.
  • Support the assessment of longitudinal impact or evaluating for cost effectiveness of modes and models of development interventions.
  • Translate the results of analysis into clear, actionable communications that equip State Department decision makers to make informed, data-driven decisions.
  • Interact with internal customers and colleagues to understand business processes, gather requirements, develop analysis methodologies, and coordinate ongoing iterative development of data products and analytic processes.
  • Serve as a recognized expert and technical authority on analytical, statistical, and programming techniques necessary to collect, organize, analyze, and interpret unique and highly specialized data sets.
  • Use statistical tools such as mathematics, statistics, performance measurement, and advanced analytics such as artificial intelligence, machine learning and natural language processing for cloud computing and analyzing data sets.
  • Code with languages such as Python or R and use SQL and other data processing and analytics tools and software to analyze data sets. Use data visualization tools such as MS Power BI, Tableau, MS Excel, ArcGIS, and others to generate reports and develop compelling stories that convey statistical or technical information to non-technical audiences.
  • Interact with internal customers and colleagues to understand business processes, gather requirements, develop analysis methodologies, and coordinate ongoing iterative development of data products and analytic processes.
  • Develop usage and access control policies and systems in collaboration with relevant staff and stakeholders in continuous improvement processes impacting data quality, performance enhancements, and overall user experience.
  • Support AF/A knowledge management efforts to capture, organize, and share a comprehensive understanding of U.S. foreign assistance in sub-Saharan Africa
Education and Qualifications
  • Must be a U.S. citizen and possess or be able to obtain a Secret clearance. Preference will be given to those with active security clearance.
  • Master's Degree and one (1) year of relevant professional experience; or bachelor's degree and three (3) years of relevant professional experience; or High School Diploma or equivalent and seven (7) years of relevant professional experience
  • At least three (3) years of experience in study design, collaborating with colleagues, customers, and stakeholders in identifying the appropriate data, methodological approaches, and designed to meet organizational objectives.
  • At least three (3) years of experience in data analysis using software and/or programming languages such as R, Python, SQL, or SAS to explore/group data, test hypotheses, predict outcomes, and inform decisions.
  • At least three (3) years of experience in deriving meaning from quantitate and/or qualitative data (i.e. datasets that may be large, disparate, unstructured, and/or complex).
  • At least three (3) years of experience in communication and data visualization, translating complex concepts, findings, limitations, and recommendations of improvements into easy-to-understand products, closely tying findings to the original problem statement, to both experts and nontechnical audiences.
  • Demonstrated proficiency with Microsoft Office, including Excel and PowerBI and related data processing systems.
