System Engineer - Oracle Health

Position Summary
We are seeking an experienced System Engineer – Oracle Health/Cerner Millennium to provide technical leadership, engineering expertise, and strategic oversight for Oracle Health initiatives supporting the Military Health System (MHS) environment. The successful candidate will serve as a senior technical resource responsible for designing, implementing, optimizing, and sustaining Oracle Health (Cerner Millennium) solutions that improve clinical and business operations across the enterprise.

This role requires extensive knowledge of Oracle Health architecture, clinical workflows, system integrations, infrastructure, and application optimization. The System Engineer will collaborate closely with clinical stakeholders, technical teams, cybersecurity personnel, and program leadership to deliver scalable, secure, and high-performing healthcare solutions that align with MHS operational objectives and industry best practices.

The ideal candidate possesses deep expertise in Oracle Health/Cerner Millennium technologies, understands healthcare interoperability standards, and demonstrates the ability to lead complex technical initiatives while mentoring junior engineers and providing strategic guidance to leadership.

Key Responsibilities
  • Provide senior-level engineering support for Oracle Health/Cerner Millennium applications within the Military Health System (MHS).
  • Design, implement, configure, and optimize Oracle Health solutions supporting clinical, operational, and administrative workflows.
  • Lead technical planning, architecture reviews, and system modernization efforts for Oracle Health environments.
  • Analyze existing workflows and identify opportunities to improve system performance, usability, automation, and operational efficiency.
  • Serve as the technical lead for Oracle Health upgrades, enhancements, maintenance activities, and new capability implementations.
  • Design and support interfaces between Oracle Health and external systems utilizing healthcare interoperability standards including HL7, FHIR, DICOM, and web services.
  • Develop technical solutions that ensure system scalability, reliability, availability, and security while meeting performance objectives.
  • Troubleshoot complex production issues, perform root cause analysis, and implement long-term corrective actions.
  • Collaborate with cybersecurity teams to ensure compliance with DoD security requirements, RMF controls, STIGs, and organizational security policies.
  • Participate in system architecture reviews, technical design sessions, change control boards, and release management activities.
  • Develop technical documentation including engineering diagrams, system design documents, implementation plans, configuration guides, and standard operating procedures.
  • Serve as a trusted advisor to government stakeholders regarding Oracle Health capabilities, technical roadmaps, and best practices.
Required Qualifications
  • 8+ years of progressively responsible experience as a Systems Engineer, Infrastructure Engineer, Systems Administrator, or Technical Consultant supporting enterprise healthcare information systems.
  • 5+ years of hands-on experience supporting Oracle Health (Cerner Millennium) solutions in large-scale healthcare environments.
  • Experience supporting Military Health System (MHS), Defense Health Agency (DHA), Department of Defense (DoD), Veterans Affairs (VA), or other large integrated healthcare organizations is highly preferred.
  • Strong understanding of Oracle Health architecture, application components, system configuration, and deployment methodologies.
  • Experience supporting Oracle Health clinical workflows including inpatient, ambulatory, pharmacy, laboratory, radiology, scheduling, registration, and ancillary systems.
  • Experience integrating Oracle Health with third-party clinical and enterprise applications.
  • Strong knowledge of healthcare interoperability standards including:
    • HL7
    • FHIR
    • CCD/C-CDA
    • DICOM
    • APIs and Web Services
  • Experience supporting enterprise Windows and Linux server environments.
  • Working knowledge of Oracle databases, SQL, scripting, automation, and performance tuning.
  • Experience with system monitoring, log analysis, troubleshooting, and performance optimization tools.
  • Strong understanding of enterprise networking concepts, identity management, authentication, and security architectures.
  • Experience supporting highly available, mission-critical healthcare systems with stringent uptime requirements.
Preferred Qualifications
  • Experience supporting Oracle Health deployments within the Defense Health Agency (DHA) or Military Health System Genesis (MHS GENESIS).
  • Oracle Health (Cerner) certifications.
  • Experience with Oracle Cloud Infrastructure (OCI).
  • Knowledge of DevOps, Infrastructure as Code (IaC), CI/CD pipelines, and automation tools.
  • Experience with virtualization technologies including VMware.
  • Familiarity with ITIL service management processes.
  • Experience supporting cloud-hosted healthcare applications.
  • Active DoD Secret Clearance or ability to obtain one.
