About the Role
We are seeking an experienced and highly organized Human Resources Manager to lead HR operations, oversee the center’s Affirmative Action and EEO programs, and ensure consistent, compliant administration of all personnelrelated functions. This role partners closely with the Center Director and DESI Corporate HR to support staff, maintain a positive work culture, and ensure compliance with all Job Corps and DESI requirements.

Your leadership will directly support staff performance, center operations, and the overall training environment for students.
What You’ll Do
Human Resources Operations & Administration
• Provide overall management and administration of HR policies and programs.
• Monitor staff work assignments and priorities; evaluate performance and implement personnel changes as approved.
• Assist in creating, revising, and interpreting HR policies and procedures.
• Provide guidance on employment, layoffs, compensation, benefits, employee relations, and personnel records.
• Coordinate with DESI Corporate HR to ensure compliance with organizational standards.
Recruitment, Compensation & Benefits
• Manage recruitment and screening of qualified personnel.
• Coordinate with supervisors on candidate selection, salary determination, and employment offers.
• Administer the wage and salary program, including personnel changes, appraisals, salary analysis, and surveybased benchmarking.
• Oversee group insurance, retirement programs, and benefits administration in line with corporate policy.
Training, Leadership & Staff Support
• Coordinate the planning, development, and management of staff training programs.
• Provide coaching and feedback to the Training/WBL Coordinator; ensure training is accurately recorded and tracked.
• May provide training to managers and supervisors on employee scorecards and coaching.
• Model and reinforce employability skills, including professionalism and computer fluency.

• Report violations of ethical behavior and suggest opportunities for operational improvement.
Safety, Accountability & Reporting
• Act as a responsible custodian of assigned center property.
• Identify and report environmental health and safety concerns.
• Submit required reports and plans on time.
• Maintain a score of 75% or higher on employee scorecard.
• Adhere to DJCC Signature Programs (Monday’s Business Meeting, CMT, EWP, Innovation 2.0, Latenight).

Minimum Qualifications
Required Education & Experience
• Bachelor’s degree in business administration, management, or a related field.
• Four years of related experience, including at least two years in an HR capacity.
Certifications & Competencies
• Ability to manage frequent interruptions and shifting priorities.
• Strong organizational skills.
• Excellent written and verbal communication skills.
• Strong customer service mindset.
• Ability to model, mentor, and monitor Career Success Standards (CSS).
• Computer proficiency, including Microsoft Word, Excel, PowerPoint, and Outlook.
Minimum Eligibility Requirements
• If driving is required: Valid state driver’s license with acceptable driving record.
• Eligibility to work in the U.S. (I9 verification required).
