Responsibilities
While RS&H was founded in 1941, we have been providing construction management services as one of our primary business practices since 1984. RS&H’s Transportation-Construction Management Practice serves numerous state departments of transportation, mobility/transportation authorities, turnpike/toll authorities, rail/port authorities, municipal/county governments, and private clients throughout the United States. Our Construction Engineering and Inspections (CEI) teams, as well as our Construction Management teams, are industry-leading experts who provide a full range of construction engineering, program management, specialized testing, and inspection services from the preconstruction phase through maintenance and operations. RS&H is seeking a well-connected transportation leader with deep VDOT relationships and a strong understanding of Virginia's transportation market. This individual will help strengthen RS&H's presence across the Commonwealth through strategic client engagement, pursuit positioning, teaming strategy development, and market intelligence, while partnering with operations leadership to support sustainable growth.
In this role, you will:
- Drive RS&H’s Virginia CEI growth strategy through client engagement, market positioning, and business development.
- Use strong VDOT relationships and market insight to identify opportunities early, shape teaming strategies, and improve pursuit positioning.
- Lead capture efforts by supporting proposal strategy, interview preparation, and client engagement that strengthen competitiveness.
- Represent RS&H with VDOT, local agencies, partners, and transportation stakeholders across Virginia.
- Partner with operations and technical leaders to align market intelligence, staffing, delivery, and long-term growth priorities while mentoring team members and supporting their career development.

The right leader will strengthen key client relationships, improve early visibility into upcoming opportunities, influence pursuit and teaming decisions, help align internal teams around a sustainable growth strategy, and support the development of team members as they grow their careers.
Minimum Qualifications:
- Bachelor’s degree in civil engineering, construction management, or a related field.
- Significant experience in transportation construction, CEI, construction management, or related consulting services within Virginia.
- Demonstrated success building and maintaining trusted relationships with VDOT and other key transportation stakeholders in the Commonwealth.
- Strong knowledge of Virginia transportation programs, procurement practices, and project delivery processes.
- Experience influencing pursuits, capture strategy, teaming decisions, or business development efforts tied to transportation work in Virginia.
- Ability to translate market intelligence and client insight into actionable growth strategy.
- Strong communication, collaboration, and leadership skills, with the ability to work effectively across operations, technical teams, and external partners.
Preferred Qualifications:
- Professional Engineer license in Virginia or ability to obtain licensure.
- CCM Certification or ability to obtain.
- Experience with construction inspection, contract administration, or field coordination on transportation projects.
- Experience leading teams, mentoring staff, or helping grow a practice in an emerging or expanding market.
- Knowledge of opportunity positioning prior to formal solicitation release.
- Established relationships with consultants, contractors, and public-sector partners across Virginia.

The salary range for this position in Virginia is $160,000–$215,000 per year, representing the employer’s goodfaith estimate at the time of posting. Actual compensation will be based on jobrelated skills, experience, internal equity, and geographic location, where applicable.
This role may also be eligible for additional compensation and benefits, including medical, dental, and vision coverage, an employee assistance program, retirement and financial protection programs (401(k), short and longterm disability), paid time off (including holidays and paid parental leave), and HSA funding up to $1,200 annually.
