Director of Finance

Compensation: $150 to $210 Yearly

We are looking for an experienced finance leader to guide the fiscal strategy and financial operations of a public sector organization in California. This role oversees budgeting, treasury activities, accounting, debt administration, and long-range planning while supporting transparent reporting and responsible stewardship of public resources. The Director of Finance will work closely with executive leadership and governing bodies to provide analysis, recommendations, and financial direction that align with organizational priorities and compliance standards.

Responsibilities:
• Lead the organization’s treasury function by managing cash positioning, liquidity needs, and investment activity to support ongoing operations and long-term financial goals.
• Build and maintain strong relationships with banking partners and other financial institutions to ensure effective access to services and efficient handling of funds.
• Establish and enforce financial policies, operating procedures, and internal controls that strengthen accountability across treasury and finance activities.
• Direct the preparation, coordination, and presentation of annual budgets, while guiding forecasting and multi-year financial planning efforts.
• Evaluate financial results, develop clear reports, and present recommendations to executive leadership, board committees, and the governing board to support informed decision-making.
• Oversee debt-related strategies, including bond financing, refinancing evaluations, reserve monitoring, and adherence to disclosure and regulatory obligations.
• Manage funding strategies connected to pension and other post-employment benefit obligations, ensuring sound planning for long-term liabilities.
• Supervise accounting, audit, and financial reporting functions to promote accuracy, timeliness, transparency, and compliance with governmental standards.
• Serve as Treasurer and represent the organization on fiscal matters in meetings with the board, public agencies, community stakeholders, and industry groups.
• Provide leadership to assigned staff and contracted resources, including hiring support, performance oversight, and compliance with organizational policies and applicable laws.

Qualifications:

• Demonstrated experience leading public sector or local government finance operations at a senior management or director level.
• Strong knowledge of annual budgeting, financial forecasting, and resource planning in a complex organizational environment.
• Expertise in financial reporting, month-end close processes, accounting oversight, and audit coordination.
• Experience managing cash flow forecasts, treasury operations, investments, and banking relationships.
• Familiarity with debt administration, bond-related financing activities, and long-term liability planning, including pension or post-employment benefit obligations.
• Solid understanding of applicable federal, state, and local regulations, along with governmental accounting and reporting standards.
• Ability to present financial analysis clearly to executives, board members, and external stakeholders.
• Proven supervisory experience with responsibility for staff leadership, performance management, and cross-functional coordination.

Compensation

$150,000.00-$210,000.00 Yearly
