JOB SUMMARY

The Subcontracts Manager is responsible for leading the administration and management of multiple complex subcontract activities supporting U.S. Government and Department of Defense programs. This position manages the full subcontract lifecycle, including solicitation, negotiation, award, administration, compliance, and closeout activities while ensuring adherence to applicable federal regulations, company policies, and customer requirements.


The successful candidate will serve as a trusted business advisor to program management, contracts, finance, supply chain, and executive leadership teams while maintaining strong relationships with subcontractors and government customers. This position requires extensive experience with federal acquisition regulations, defense contracting requirements, and subcontract management practices.


ROLES AND RESPONSIBILITIES

  • Lead the full lifecycle management of complex subcontracts supporting federal and Department of Defense programs.
  • Develop solicitation packages, requests for proposals, and source selection documentation.
  • Conduct subcontract negotiations involving pricing, terms and conditions, schedules, and performance requirements.
  • Administer cost-reimbursement, fixed-price, time-and-materials, and other subcontract types.
  • Ensure compliance with applicable Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and customer-specific requirements.
  • Flow down mandatory contractual requirements and regulatory clauses to subcontractors.
  • Evaluate subcontractor proposals, perform price and cost analyses, and support cost realism assessments.
  • Collaborate with program managers, contracts, legal, finance, supply chain, and technical personnel to support program execution.
  • Manage subcontract modifications, change orders, claims, disputes, and closeout activities.
  • Monitor subcontractor performance, schedule adherence, deliverables, and risk mitigation efforts.
  • Support proposal activities, including subcontracting strategies, teaming arrangements, and supplier engagement.
  • Maintain procurement files and documentation in accordance with company policies and audit requirements.
  • Support internal and external audits, including customer, DCAA, DCMA, and other government reviews.
  • Identify process improvements and support continuous improvement initiatives within the subcontracts function.
  • Work in conjunction with Quality management to pre-qualify potential subcontractors
  • Special Projects and other duties as assigned

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Business Administration, Supply Chain Management, Contract Management, Finance, Law, or a related field (required)
  • Minimum of ten (10) years of progressively responsible experience in subcontract administration, procurement, contracts, or supply chain management supporting federal government or defense programs.. Demonstrated experience managing complex subcontract actions for Department of Defense or federal government contracts.
  • Strong working knowledge of FAR, DFARS, and government subcontracting regulations.
  • Experience with cost analysis, price analysis, and subcontract negotiations.
  • Experience supporting competitive source selections and supplier evaluations.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work effectively and independently with cross-functional teams and senior leadership.

Professional certifications are preferred such as:

  • Certified Federal Contracts Manager (CFCM)
  • Certified Professional Contracts Manager (CPCM)
  • Certified Supply Chain Professional (CSCP)

SECURITY CLEARANCE AND OTHER REQUIREMENTS

  • Must have a minimum of an active U.S. SECRET clearance and be subject to a government security investigation. 
  • Driving or renting a 
  • car for company business is expected with some frequency. For insurance purposes, a valid driver’s license is required.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 10 pounds at times. 

TRAVEL REQUIRED

  • Occasional travel up to 25% - You may be expected to travel for this position for meetings, trainings, and/or site visits.
