Purpose:

The GIS Analyst I is responsible for installing, maintaining, and supporting Guardian Map for 9‑1‑1 customers while also contributing to Comtech’s broader GIS systems, automation initiatives, and product ecosystem. This role blends customer‑facing technical support, GIS data expertise, and ArcGIS Server/Web GIS administration. The Analyst will work closely with Operations, Deployment, Software Development, Product, Customer Support, and Data Management teams to ensure high‑quality mapping performance across Comtech’s 9‑1‑1 product suite.

Responsibilities:

  • Install, configure, update, upgrade, and maintain Guardian Map GIS data for PSAP customers; provide technical troubleshooting for map display, GIS data ingestion, call plotting, and performance issues.
  • Train call‑takers, supervisors, and GIS staff; support customer onboarding and maintain strong customer relationships.
  • Support ArcGIS Server deployments on Linux, Windows and cloud, optimize map services, troubleshoot connectivity, and configure system alarms and monitoring.
  • Identify automation opportunities and develop tools/scripts (Python, APIs, CLI) to streamline repeatable GIS processes.
  • Support deployment and operation of GIS applications and ArcGIS Server instances in AWS environments.
  • Maintain, organize, validate, and store GIS datasets; publish and maintain GIS services on ArcGIS Server and ArcGIS Online.
  • Produce spatial reports, analysis, and data extracts to support internal teams and customer needs.
  • Work with Operations, Deployment, Software Development, Product, and Data Management teams to support product improvements and customer deployments.
  • Assist Account Management team with various Sales activities – identify possible GIS sales opportunities; present product demonstrations; determine and define project scope; draft Scope of Work documentation; respond to RFPs; create and submit sales quote requests; create product sales brochures and documents; assist with pricing of new GIS-related products.   • Work with Software Development team to identify, create, and test new product features and enhancements.
  • Maintain system, architecture, development, and process documentation for internal and customer use.
  • Participate in the 24/7 on‑call rotation for production issue support.
  • Assist other GIS analysts, support additional projects, and help balance team workload as needed.

Requirements:

  • 1-3 years of GIS experience with modern industry standards for GIS systems, architecture, and automation.
  • Experience supporting ArcGIS Server in Linux and Windows environments.
  • Familiarity with Postgres, MSSQL, and database‑backed GIS services.
  • Proficiency in Python, ArcPy, ODBC connections, and automation scripting.
  • Strong understanding of addressing, road centerlines, and GIS QA/QC.
  • Experience with REST APIs, ArcGIS Server Manager/Admin interfaces, and service publishing.
  • Ability to troubleshoot complex GIS, software, and configuration issues.
  • Strong communication skills (verbal and written).
  • Ability to work independently, manage priorities, and collaborate across teams.
  • Knowledge of 9‑1‑1/Public Safety, NG9‑1‑1 GIS standards, FCC map requirements, and/or the NENA GIS Data Model is preferred but not essential.
  • Attention to detail with a heavy emphasis on data quality.
  • Have a high-level of familiarity and experience with ESRI ArcGIS desktop applications and GIS toolsets.
  • Be comfortable with API interactions, REST interfaces and both the admin and manager interfaces for server.
  • Must be comfortable publishing and maintaining GIS services on local ArcGIS servers or ArcGIS Online.
  • The ability to resolve issues from an analytical perspective using critical thinking and best practices.
  • The ability to communicate effectively, both verbally and in writing.
  • Detail orientated, able to demonstrate QA/QC best practices.
  • The ability to be flexible, team oriented, self-motivated and to able to determine appropriate tasks with little intervention.
  • Maintained GIS for Computer-Aided Dispatch software
  • Knowledge and/or experience in the 9-1-1/Public Safety field preferred.
  • Experience with GIS Software: ArcGIS Pro/Desktop, ArcGIS Server, QGIS, etc
  • Databases: Oracle, Oracle Spatial, SQL Server, PostgreSQL/PostGIS
  • Scripting: Python, ArcPy, GML, VB/VBA, KML, Model Builder
  • Platforms: Windows, Windows Server, Linux, Cloud
  • Project Management, communication, leadership, and critical‑thinking skills.
  • Experience with an IT Ticketing System: Remedy, Helix, JIRA etc

Education:

  • Bachelor’s degree in GIS, Geography, Computer Science, or related field; or equivalent experience.

The pay range reflects the expected base salary for this position. Final compensation will be based on role, level, skills, experience, and geographic location.
