Northrop Grumman Defense Systems is seeking a Sentinel Test and Training Engineering Manager 3 - Vandenburg Launch Silos. This position will be located in Roy, UT.

The Test and Training IPT is seeking a senior leader to own the end to end design, integration, construction, and sell off for the VSFB Launch Silos. You will act as the Cost Account Manager (CAM) for this work scope, directing a multi disciplinary team that delivers the VSFB unique Launcher and Mission Equipment Complex designs and executes field operations and construction. The role reports directly to the Test and Training IPT Director and is responsible for meeting aggressive cost, schedule, and performance targets while maintaining close partnership with customers, subcontractors, and internal stakeholders.

What You’ll Get To Do:  

  • Lead design, analysis, and construction of VSFB Launch Silos. Ensure requirements flow down, interface control, and configuration management are rigorously applied bridging the gap between weapon system processes and construction execution processes.
  • Develop and maintain the Earned Value Management System (EVMS) baseline for the VSFB Launch Silo work scope; track cost, schedule, and performance; drive corrective actions to stay within budget and on time.
  • Direct functional leads for structural, mechanical, electrical, and thermal engineering, as well as production, field ops, and construction execution; foster collaboration across the IPT for seamless hand offs between design, integration, and test.
  • Primary technical liaison to DoD customers, prime subcontractors, and key suppliers; prepare concise briefings and status reports for senior leadership, program reviews, and customer technical panels.
  • Mentor and develop engineers and section managers; drive hiring, training, and retention of top talent; lead initiatives that improve employee engagement and continuous improvement.
  • Provide expertise for proposals, independent technical reviews, audits, and ad hoc assignments that support the Test and Training work scope.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.   Relocation may be offered.

You’ll Bring These Qualifications: 

  • B.S. in a STEM discipline with 8 years of experience or M.S. in STEM with 6 years of experience
  • Active US Government Secret Clearance (re-investigation 6years). Must be a U.S. citizen, eligible for Special Program Access (SAP) and capable of obtaining a Top Secret clearance.
  • Experience managing people
  • At least 1 year of experience working in the aerospace or defense sector.
  • 3 years of hands on experience with Earned Value Management (EVM) / Cost Account Management (CAM) – baseline development, variance analysis, and reporting.

These Qualifications Would be Nice to Have: 

  • Experience with SMT / Key Partner Subcontractors – Direct work history collaborating with System Man Tech (SMT) partners or analogous prime/secondary subcontractors on launch vehicle or weapon system projects, including joint technical reviews, interface negotiations, and integrated schedule management.
  • Engineering Codes & Standards Expertise – In depth knowledge of applicable engineering codes and standards (e.g., MIL-STDs, UFCs, NFPA, IBC, etc.) and the ability to apply them to integrate them with Weapon System requirements.
  • Facility Cradle to Grave – Experience in DoD MILCON construction from cradle-to-grave execution
  • Government Owned Contractor Operated programs, with familiarity in government procurement processes and contract clauses.
  • Project Management Certifications – PMP, PMI ACP, or Earned Value Management Certification (EVMC) preferred.
  • Communication Skills Excellent oral and written communication; demonstrated capability to present technical status, risks, and recommendations to senior leadership, customers, and partners.
  • Mentoring & Team Development Experience coaching engineers and managers, fostering an inclusive, high performance culture.
  • Construction Execution Experience with DoD construction and field operations
  • Proven ability to lead design engineering and construction execution for complex, high risk systems.

Primary Level Salary Range: $166,700.00 - $250,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
