Job Summary
The USMC Program Manager for MAGTF C2’s mission is to acquire, field, and sustain MAGTF C2 capabilities that enable all-domain Situational Awareness for mission planning and execution. The MAGTF Training Command (MAGTFTC) mission is to Manage the Marine Air Ground Task Force Training Program (MAGTFTP) and conduct service level Marine Air Ground Task Force (MAGTF) combined arms training to enhance the combat readiness of the operating forces and support the Marine Corps’ responsibilities to national security. The Marine Corps Tactics and Operations Group (MCTOG) mission is to provide standardized advanced training and certification to Ground Combat Element (GCE) Operations Officers, Operations Chiefs, and select other GCE training specialists in GCE operations, combined arms planning and integration, and unit readiness planning at the company, battalion, and regiment levels to support GCE Training and Readiness (T&R) events.
The Information Knowledge Management Support (IKMS) [MAGTF C2] position will provide Information and Knowledge Management support across three efforts: primarily supporting the MAGTF C2 PM office coordinating and translating their activities to the MAGTFTC, MSTP, and MCTOG programs. Secondarily, the candidate will support MWX exercise events under MAGTFTC and MCTOG and finally providing support to the Obsidian internal IT and Communications requirements. The preferred candidate will be responsible for working closely with stakeholders of the MAGTF C2 PM product management, engineering, and Manpower, Personnel, & Training (MPT) teams and the service training organizations to better understand the user community across the FMF and to communicate those aspects and build common understanding across all stakeholders involved.
The IKMS MAGTF C2 position will support the internal Obsidian communications and IT technical requirements that support drone, MWX, and other contracted support teams.
Key Accountabilities
MAGTF C2 PM Support:
- Participate in user data collection including interviews, surveys, workshops, observations, and data analysis capture/document insights into user processes, workflows, and information requirements.
- Identify key user roles, personas, responsibilities, and interaction patterns as consumers of data for consumption, visualization, or decision making.
- Operational Use Case Analysis:
- Analyze existing user activities, processes, and workflows to identify pain points, inefficiencies, and opportunities for improvement.
- Document current state activities or prescribed processes using flowcharts, diagrams, and narratives to provide a comprehensive understanding for engineering/design considerations.
- User Information Requirements:
- Collaborate with external SMEs to identify critical information needs for decision-making within the Maneuver, Command and Control, and Fires environment.
- Provide input to the program teams as they define the information architecture, including data models, information flows, content and MPT principles to support FMF use cases.
- User-Centered Design Integration:
- Work closely with the design team in the development of operational use cases by translating user needs through the development of operational scenarios, identification of CCIRs (and similar), and information exchanges between commands/staff/units along with the MPT considerations.
- Participate with the Product Management team in the conduct usability testing, user feedback sessions, and iterative design reviews to validate and refine design solutions based on user feedback.
- Documentation and Reporting:
- Develop comprehensive documentation, including user roles, personas, process maps, information requirements, and design rationale to support decision-making and future system enhancements.
- Provide regular progress updates, reports, and presentations to project stakeholders to ensure alignment with user-centered design goals and objectives.
- Planning, Testing, and User Event Participation:
- Participate in Planning Interval (PI) Planning to translate the voice of the customer, assist with prioritization of PI objectives, assist with identification and mitigation of risks, and assist with identification of dependencies.
- Participate in User Community Events (e.g., Ops Chief Symposium, etc.) to gain insight and feedback from users for issues, and new features.
- Participate with the Product Management team in test events (usability testing, user evaluations, etc.) to gather and translate user feedback.
- Provide C3I Subject Matter Expert (SME) support on-site at MCTOG as primary and travel to MSTP, MAGTF C2 PM office, and other potential locations as required.
- Collaborate with exercise organizations to observe and evaluate the use of PM MAGTF C2 systems during live and simulated events. Perform analysis from both user (end user) and system administrator perspective in order to provide structured feedback on system performance and operator impacts, capturing insights on usability, workflows, and mission effectiveness.
- Translate exercise-derived observations into actionable recommendations for product management, engineering, and training pipelines.
- Coordinate with government observers, Fleet users, and exercise control cells to ensure feedback is documented and integrated into ongoing modernization efforts.
- Submit periodic reports and metrics as required by the command.
MAGTFTC/MCTOG Support:
- Facilitate distribution and accountability of C2 & IT equipment to Drone Video Collection Team and MWX Support Team
- Administer Starlink satellite communications, Sentry Pod (Axis) video cameras, capability.
- Administer a communications network to support the collection of video footage from a localized, stand-alone, and Point to Point (P2P) network of video cameras and drones.
- Administer an Android Tactical Awareness Kit (ATAK) network to support video, Position Location Information (PLI) sharing, and communications amongst team.
- Support Obsidian’s Research and Development efforts with the FPV drones, Axis camera integration, and other emerging IT-related initiatives; this includes engineering tasks, refurbishing and assembling hardware as well as participating in prototype development and design.
Knowledge and Skills
- Must possess familiarity with Marine Corps doctrine and contemporary strategic, operational, and tactical operations that govern MAGTF operations and processes and possess a working knowledge of USMC C2 systems, processes, information requirements, and knowledge management concepts and practices.
- Must have excellent written and oral communications skills (including the ability to express/translate/document technical material in lay terms).
- Must have exceptional customer service and communication skills.
- Must have the ability to research complex issues and develop comprehensive reports.
- Must maintain knowledge of industry standards, techniques, and procedures regarding emerging C2 and defense information infrastructure.
- Must possess self-motivation and a high level of discretion.
- Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.
- Must be able to obtain and hold a U.S. security clearance at the Secret level.
Experience and Education
- Bachelor's degree in communications, business administration, computer science, operations research, management information science, or related field and experience in telecommunications, data processing, or information technology is required.
- A minimum of 3 years’ experience in a military training and education environment. Attendance to or completion of relevant nonresident technical courses is preferred.
- Must have experience with database management systems and structures.
- Must possess thorough knowledge of the Microsoft office suite, online collaborative tools, social networking tools, and content management systems.
- Must possess knowledge of military doctrine, tactics, and command relationships at MAGTF or joint/combined command level as measured by actual operational force employment experience is required, and direct participation in real world operations is preferred.
- Direct participation in real world operations in deployment and employment command and control methods and systems for the GCE is desired.
- A combination of experience and education can be considered for candidate requirements.
Physical Requirements and Work Environment
- Garrison work environment including but not limited to:
- occasional field/tactical environments
- occasional extended working hours will be required
- schedule: M-F 0700 to 1700
Travel
- Domestic travel may be required for training and program coordination.
- May be required to travel OCONUS to conduct coordination, analysis, and training. Accordingly, a valid passport is required.
- Travel is estimated to be up to 30%.
