NAS Tactical Security Operations Specialist

The NISC IV program within the Digital Modernization group at Leidos is seeking a NAS Tactical Security Operations Specialist (multiple positions) with a background in ATC and Unmanned Aviation Systems (UAS). This position will support the FAA System Operations Security Office with air traffic requirements, air traffic policy and procedures, flight planning, flight operations, air traffic management (ATM) centric security programs (in which the contractor will be required access to classified material to provide support functions), requests and performing emergency operations. Additional support will include tactical security planning and operations. Support will also include acting as a bridge between air traffic facilities and the interagency during security incidents; coordinating air security actions across multiple facilities; integrating the preceding functions into the context of broader Air Traffic Management objectives; and developing plans, SOPs, and procedures to support these functions.
Primary Responsibilities
Support the operational procedures and policies of the FAA Systems Operations Security Group. These operations are carried out in multiple locations, including: The ATCSCC in Warrenton, VA; NORAD in Colorado Springs; and CONR in Panama City, Florida. Tactical Security Operations can also work any place in the United States or other countries in support of Crisis Response or special mission activities. You will support AJR-24 in creating and maintaining procedures, SOPs, and work tools related to UAS (and CUAS) and the associated implications of UAS Operations in the NAS. This support will include, but not be limited to, the following:
- Support the tactical and planning activities of the Air Traffic Security Coordinators (ATSC), Security Operations Support Center (SOSC), and liaisons as they relate to UAS and the associated implications of UAS Operations in the NAS.
- Utilize knowledge of the FAA Air Traffic Control System gained through experience as an FAA procedures specialist, FAA manager, FAA and/or military Air Traffic Control specialist, FAA Headquarters staff specialist to understand and apply the requirements for UAS/CUAS operations in the NAS.
- Provide support to ensure the quality of deliverables and products.
- Collect, analyze, coordinate, and disseminate UAS security related data and evaluate how UAS impact the security work of AJR-24 and AJR-23.
- Develop or modify plans, procedures, SOPs, work tools, orders, and other documents related to addressing the operations of UAS and the concomitant implications of UAS Operations in the NAS.
- Coordinate with local, state, and other Federal agencies and possibly foreign government contacts for planning and conduct for aviation related crisis response and emergency operations exercises
- Coordinate technical support, including graphics/video design and development, set-up of collaboration platform via MS Teams.
Basic Qualifications:
- Bachelors Degree in related field and 12 to 15 years or prior relevant experience or Masters with 10 to 13 years or experience. Additional years of experience may be accepted in lieu of degree requirement.
- Extensive knowledge of the FAA Air Traffic Control System gained through experience as an FAA manager, FAA and/or military Air Traffic Control specialist, Flight Service, FAA Headquarters staff specialist is highly beneficial.
- Extensive experience in aviation related tactical operations
- Extensive knowledge of Federal Aviation Administration rules, authorities, and procedures
- Ability to understand the safety and security implications to the National Airspace System (NAS) of UAS and C-UAS technologies.
- Background Domestic Events Network (DEN), experience with NOTAMs, Temporary Flight Restrictions (TFRs), Military Operating Areas (MOAs; Special Airspace Activities (SAA) preferred.
- Skill in communicating at the senior leadership level within the FAA and its Federal partners.
- Ability to develop and lead working groups comprised of multiple agencies and senior level individuals to achieve common goals.
- Experience with Microsoft Office
- Excellent oral and written communication skills with the ability to handle multiple tasking and deadlines

Pay Range:
Pay Range $105,300.00 - $190,350.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
