POSITION SUMMARY

At E-Z Bel Construction, the Safety Officer (HSSE) plays a key role in assisting field teams to perform duties safely, plan efficiently, and identify risks before they become incidents. This role is built for someone who can be present in the field, earn trust with all personnel, coach field leadership roles, and help operations turn safety expectations into daily habits. This position helps bridge the gap between written safety requirements and real jobsite execution.


YOUR ROLE

  • This is a field-forward role, with most time spent on active jobsites supporting crews, observing work, coaching field leaders, and ensuring completion of previously identified safety (HSSE) related action items.
  • Conduct documented safety (HSSE) audits and field observations across assigned jobsites, facilities, and work areas.
  • Evaluate jobsite conditions, crew practices, equipment use, PPE, traffic control, excavation/trenching, confined space, live traffic, and other high-risk exposures.
  • Identify unsafe conditions, behaviors, and recurring risk patterns; provide practical corrective guidance to field leaders and crews.
  • Coach Foremen, Leadmen, and crew members on hazard recognition, safe work practices, and company safety (HSSE) expectations.
  • Verify that identified hazards are corrected timely and escalate repeated or unresolved concerns through the appropriate leadership channels.
  • Support field teams in pre planning and during the execution of high-risk work, including but not limited to excavation, confined space, traffic control, heavy equipment, lifting, hoisting, traffic signals, concrete/asphalt, and public-facing activities.
  • Review JSAs, toolbox talks, and pre-task plans for completion, quality, and alignment with actual field conditions.
  • Coach Foremen and Leadmen on improving hazard identification, crew communication, and pre-task planning.
  • Support incident, near-miss, property damage, and safety (HSSE) concern reporting, investigations, documentation, debrief, and follow-up.
  • Participate in or lead incident and near miss investigations, including but not limited to fact gathering, interviews, condition reviews, contributing factors, and root cause analysis.
  • Aid in development of corrective actions that address root causes, then review and verify completion in the field.
  • Identify incident, near-miss, inspection, and audit trends; recommend preventive measures to Safety (HSSE) and Operations leadership.
  • Support the execution and improvement of assigned safety (HSSE) programs, including but not limited to excavation, confined space, fall protection, heat illness prevention, PPE, hazard communication, traffic control, fleet safety, and emergency response.
  • Recommend improvements to safety (HSSE) policies, procedures, forms, checklists, field practices, and training processes.
  • Help convert safety (HSSE) requirements into practical, field-ready processes that personnel can understand and execute.
  • Conduct new-hire safety orientation and coordinate or deliver safety training based on jobsite, contract, employee, or compliance needs.
  • Partner with Operations, HR, Fleet, and field leadership to support safety (HSSE) execution, training needs, and field accountability.
  • Maintain required safety (HSSE) documentation, reports, and administrative follow-up, including but not limited to SDS/GHS, emergency information, inspections, JSAs, toolbox records, training records, corrective actions, and other safety-related records.
  • Support regulatory agent, client, company, and project-specific compliance; guide regulatory compliance officer, insurance, inspector, owner, or safety (HSSE)-related visitors as directed.
  • Promote a culture of continual improvement through active learning and team building approaches.
  • Perform other HSSE related duties, and support operations as needed or assigned.
  • Proven ability to schedule work either independently, or part of a team. Manages time efficiently and drives results without continuous supervision.


WHAT YOU BRING

  • Bachelor’s degree in a safety-related field preferred; relatable safety, oil and gas, mission critical, construction, or heavy civil field experience may be accepted in place of a degree.
  • Six or more years of safety, construction, or heavy civil field experience preferred.
  • Heavy civil construction experience strongly preferred. Including roadway, utility, drainage, concrete, asphalt, bridge, traffic signals, TXDOT, CoSA, or municipal work.
  • Valid Texas Driver’s License required, with the ability to travel to jobsites and company locations as needed.
  • Preferred certifications or training include CSHO, SSH, CHST, First Aid/CPR, OSHA 510, OSHA 500, OSHA Recordkeeping, Excavation/Trenching, Confined Space, or MUTCD Traffic Control.
  • Working knowledge of OSHA 29 CFR 1926, 1910 and applicable federal, state, local, client, and company safety (HSSE) requirements.
  • Ability to identify hazards, evaluate field conditions, recommend practical controls, and support safe execution in active construction environments.
  • Ability to conduct field safety audits, document findings, identify trends, follow corrective actions through completion, and verify effectiveness.
  • Ability to support incident and near-miss investigations, root cause analysis, debriefing process, and corrective action planning.
  • Ability to review JSAs, toolbox talks, and pre-task plans for quality, accuracy, and alignment with actual field conditions.
  • Ability to coach field leaders and crews on hazard recognition, safe work practices, and company safety (HSSE) expectations.
  • Strong communication, judgment, organization, and follow-through across multiple jobsites, reports, training needs, and corrective actions.
  • Ability to self-motivate, manage time effectively, and thrives with a high degree of autonomy.
  • Intermediate Microsoft Office skills required, including Outlook, Word, PowerPoint, and Excel.
  • Bilingual English/Spanish strongly preferred.


PHYSICAL REQUIREMENTS

The Safety (HSSE) Officer frequently stands, walks, uses hands, reaches, lifts above the head, talks, and hears. The role may occasionally require kneeling, crouching, climbing ladders, bending, squatting, and crawling in tight spaces. Lifting, moving, or pushing up to 50 pounds may be required at times. The role requires close and color vision abilities, stair climbing, navigating uneven terrain, walking active jobsites, and driving company vehicles. Work is performed primarily at construction jobsites, with regular office time required for documentation, reporting, training preparation, incident investigation, and administrative safety (HSSE) responsibilities. The Safety (HSSE) Officer may be exposed to varying temperatures, loud noise, moving equipment, trip hazards, live traffic, trenches, confined spaces, elevated work, and other construction-related risks. The office environment is generally low to medium risk with regular computer and phone use.
