At MLT, we create solutions by empowering our people to fulfill their passion for service. In support of government customer, we are seeking a Program Analyst – Sr. with experience in supporting (DOD Federal acquisition programs; knowledge of policy / principles / organizational protocols).

Job Duties:

- Report to the Product Manager Ammunition.

- Serve as Project Officer as directed.

- Collect, review, and analyze information to make recommendations to the Government.

- Define the nature and extent of problems.

- Analyze relevant data, which may include annual revenues, employment, cost performance, schedule or expenditures.

- Develop solutions to problems.

- While preparing recommendations, understand the nature of the organization, the relationship it has with others in the Government, and its internal organization and culture.

- Prepare and solve mathematical models.

- Report findings and recommendations to the Government.

- Submit report orally or in writing regarding findings.

- Conduct analysis, design, development, testing, integration, logistics planning, and management.

- Develop/review documents, maintain tracking databases, and prepare program reports.

-Support Product Manager Ammunition initiatives.

-Establish and sustain relationships with internal and external partners.

-Evaluate emerging requirements, fleet concerns, safety issues; and perform market and maintenance analysis.

-Organize official files and contribute to updates.

Education/Experience:

Bachelors degree in a business or technical field is preferred with twelve (12) years of progressive professional work experience in program analytics within the Department of War (DOW). Experience shall include collection, review, and analysis of information to make recommendations to the Government.

Specific/Preferred Requirements:

- This position requires an active Secret Security Clearance.

- This position is not eligible for remote work or 100% telework.

- Experience in the application and interpretation of Department of Defense (DOW) and Department of the Navy (DON) explosives safety policy to United States Marine Corps (USMC) explosives operations.

- Mid level computer skills to generate reports and update information in USMC explosives safety and financial databases.

- Prepare and review USMC explosives safety policy and technical regulations while ensuring compliance with DON and DOW directives and policies.

- Analyze the application of explosives safety regulations at USMC installations and activities.

- Assist in the conduct of safety analysis in support of Investigations of USMC explosives accidents at installations and activities and at other sites as required.

- Prepare technical reports, correspondence, and briefings for DOW, DON, and USMC committees and panels.

- Develop recommendations for the Environmental and Explosive Safety (EES) Branch Head to address courses of action necessary for the resolution of unprecedented, controversial, or other significant matters pertaining to explosives safety concerns to support the fielding, transportation, and storage of new munition, at USMC installations, activities, or tactical environments.

- Review explosives safety site plans for compliance with DoD and DON criteria.

Have familiarization with the following:

- Knowledge of Marine Corps Order (MCO) 8000.8 Class V(W) Total Life Cycle Management (TLCM).

- Knowledge of MCO 4400.201 Vol. 4 Physical Inventory Control Program (PICP).

- Knowledge of MCO 4400.201 Vol.7 Ammunition and Explosives.

- Knowledge of MCO 5530.14A Marine Corps Physical Security Program Manual.

- Knowledge of MCO 8025.1E Class V(W) Malfunction and Defect Reporting.

- Knowledge of MCO 8023.3C Personnel Qualification and Certification Program for Class V -Ammunition and Explosives.

- Knowledge of MCO 8020.10 Marine Corps Explosives Safety Management Program.

- Knowledge of DoD Manual 5100.76 Physical Security of Sensitive Conventional Arms, Ammunition and Explosives.

- Knowledge of DoDM 4160.21 Defense Material Disposition Manual.

- Knowledge of DoDM 4160.28 Defense Demilitarization Manual.

- Knowledge of DLM 4000.25-2-M Military Standard Transaction Reporting and Accountability Procedures; MILSTRAP) Manual.

Physical Demands:

This position requires the ability to sit, stand, walk, speak and hear, and to use hands and arms for routine work tasks. The employee may occasionally lift or move items up to 30 pounds. Vision abilities required include close and distance vision, peripheral vision, depth perception, and the ability to adjust focus, with or without corrective lenses.

This position is performed in a typical indoor office setting with a quiet to moderate noise level.
