Hours of Service Manager
The Manager, Hours of Service (HOS) is responsible for enterprise-wide oversight of HOS operations, compliance strategy, and team performance. This role ensures adherence to all FMCSA/DOT regulations while driving continuous improvement, audit readiness, and KPI attainment across the HOS function. This position operates at a strategic and operational leadership level, with accountability for team development, process optimization, cross-functional alignment, and risk mitigation across the fleet.
Responsibilities
- Own and execute enterprise HOS compliance strategy aligned with DOT/FMCSA regulations and company risk tolerance
- Establish governance processes to ensure accuracy, consistency, and timeliness of all HOS-related reporting and workflows
- Proactively identify regulatory risks and implement corrective action plans
- Serve as the subject matter expert for HOS compliance across business units
- Lead, coach, and develop HOS Supervisors and Coordinators to achieve individual and team performance goals
- Establish clear performance expectations, conduct regular 1:1s, and deliver formal performance evaluations
- Drive accountability through KPI tracking, coaching, and progressive development plans
- Partner with Talent Acquisition and HR on hiring, onboarding, and succession planning
- Oversee daily HOS operations, ensuring effective workflow management, issue resolution, and workload distribution
- Design and implement process improvements to increase efficiency, accuracy, and scalability
- Ensure data integrity across systems and reporting platforms
- Ensure audit readiness at all times with a goal of consistent “Satisfactory” ratings
- Implement ongoing audit routines across reports, systems, and team output
- Investigate compliance gaps, identify root causes, and implement corrective/preventative actions
- Communicate performance trends, risks, and recommendations to senior leadership
- Drive enterprise-wide initiatives that improve compliance, safety outcomes, and operational efficiency
Knowledge, Skills, and Abilities
- Proven ability to lead teams and drive performance through KPIs
- Extensive Knowledge of FMCSA and DOT law and regulations
- Ability to handle multiple tasks and projects at one time
- Strong analytical and problem-solving skills with a focus on root cause analysis
- Ability to operate in a fast-paced, high-compliance environment
- Detailed oriented and accurate data entry skills
- Effective communicator capable of influencing cross-functional stakeholders
- Advanced proficiency in Microsoft Office and reporting tools
Education/Experience
- Bachelor’s degree in business, Supply Chain, Safety, or related field required. One year of relevant work experience may be substituted for each year of education required.
- 4+ years transportation/safety/compliance experience required.
- 2+ years leadership/management experience required.
- Strong knowledge of FMCSA/DOT HOS regulations.

The posted range reflects the full pay band for the position. The expected pay range below represents where most candidates are hired, based on experience, skills, and internal equity. Candidates with more extensive or highly relevant experience may be considered toward the higher end of the overall pay band.
- Expected Pay Range: $56,147.00-$64,161.90
- Full Pay Range: $56,147.00-$88,833.00
- Pay Grade: 9
