Budget Assistant

Summary
The Budget Assistant provides support to the Department of State's Bureau of African Affairs and reports to the Program Manager. The position is 100% on-site.
Essential Duties and Responsibilities
  • Support budget formulation by consolidating bureau and office submissions, analyzing historical spend patterns, and preparing draft budget requests.
  • Assist in the development of annual operating plans (AOP), operating year budgets (OYB), and congressional budget justifications as needed.
  • Monitor budget execution, track obligations and expenditures, analyze variances, and provide timely status updates to leadership.
  • Prepare financial reports, spend plans, projections, and data summaries for internal and external stakeholders.
  • Support the review and clearance of funding documents, including purchase requests, travel authorizations, grants, and interagency agreements.
  • Maintain financial data in State Department systems such as GFMS, COAST, GEMS, RFMS or other bureau specific systems, as applicable.
  • Perform reconciliation of financial transactions and resolve discrepancies in coordination with AF/EX and relevant offices.
  • Develop briefing materials, charts, and financial summaries for leadership decision making.
  • Provide analytical support to improve budget processes, identify efficiencies, and recommend improvements.
  • Respond to data calls, audits, and inquiries from the Office of Management and Budget (OMB), Congress, and departmental oversight offices.
Education and Qualifications
  • Must be a U.S. citizen and possess or be able to obtain a Secret clearance. Preference will be given to those with active security clearance.
  • Bachelor's degree in finance, accounting, public administration, economics, business, or related field
  • Minimum 3–5 years of relevant federal budgeting or financial management experience
  • Experience with U.S. government budgeting processes preferred
  • Proficiency with financial systems, spreadsheets, and data analysis tools
  • Strong analytical, communication, and organizational skills
