Description:
The Full Stack .NET Developer/Database Engineer II will serve as a core engineer responsible for conceptualizing, designing, and executing end-to-end software solutions for the Army Centralized ASR (Army Service Request) System (ACAS). ACAS serves as a mission-critical platform allowing military units to formally submit Army Service Requests (ASRs) and Satellite Access Requests (SARs) to secure vital communication resources.
This role focuses heavily on application development, database schema architecture, and frontend/backend integration. You will engineer data structures, write complex business logic, and build dynamic user interfaces to ensure ACAS functionality is consistent with emerging satellite and network technologies, including Global Agile Integrated Transport (GAIT). Your work directly enables the allocation of requested satellite airtime and the allocation of Regional Hub Node (RHN) resources.
Responsibilities:
- Application & Database Development: Drive full-stack development of the ACAS web application using ASP.NET Web Forms (C#), and SQL Server. Design, implement, and modify relational database schemas, tables, and string-typed XML DataSets (.xsd) to seamlessly support new application capabilities.
- Frontend Engineering & Client-Side Validation: Develop responsive user interface layouts using JavaScript, CSS, and ASP.NET controls. Implement robust client-side validation logic and dynamic UI rendering states based on complex business rules (e.g., toggling element visibility, managing validator states, and evaluating multiple conditional configurations).
- Requirements Integration & Engineering: Translate highly technical mission requirements and change requests (CRs) into software features. Analyze stakeholder feedback to design functional software logic—such as implementing UI validation rules and initializing dynamic form controls for different satellite network configurations (FDMA, TDMA, NCW).
- Data Layer Architecture: Write efficient SQL code, manage data constraints, and map dataset behaviors to backend structures. Ensure data mapping logic properly handles strong-typing exceptions, null values, and accurate string field constraints.
- Testing & Documentation: Debug, test, and refine software modules to ensure cross-functional validation states evaluate cleanly. Maintain high-quality program documentation, system flowcharts, and technical project tracking to reflect architecture changes.
- Stakeholder Collaboration: Collaborate with team leads, government stakeholders, and NETCOM leadership to evaluate application Change Requests (CRs). Drive technical discussions to determine how the user interface and system workflows must evolve to cleanly support emerging communication and network technologies.
- IDE & Lifecycle Management: Utilize Microsoft Visual Studio to manage full-scale solution architectures, troubleshoot complex multi-file compilation errors, and handle automated tool generation.
Qualifications:
- Full-Stack Proficiency: Demonstrable experience working on end-to-end web applications, encompassing everything from user interface layout to complex backend business logic and relational database modeling.
- Software Development Stack: Strong proficiency in ASP.NET Web Forms, C#, JavaScript, AJAX, CSS, LINQ and XML. Deep understanding of the Web Forms Page Lifecycle, server-side controls, and state management, as well as client-side script injection.
- Data Modeling: Solid understanding of Object-Oriented Design (OOD) and relational data structures, including experience configuring typed DataSets and matching software models to relational database backends.
- Problem-Solving & Communication: Strong capability to isolate client-side bugs (such as raw DOM manipulation vs. native framework validation hooks) and articulate technical nuances or architectural updates clearly to both technical peers and non-technical leadership.
- Development Tools & Database Programmability: Advanced proficiency with Microsoft Visual Studio for end-to-end solution management, advanced debugging, and application lifecycle integration. High proficiency using SQL Server Management Studio (SSMS) to design structural database schemas and write programmable database objects, including stored procedures, triggers, and user-defined functions.

- 4 -8 years’ experience
- CompTIA Security+ or equivalent to meet DoD Approved DoD 8570.01-M / DoD 8140 Category IAT Level II Baseline Certification
