Northrop Grumman is seeking experienced and motivated professionals for the role of a Supply Chain Subcontracts Specialist - Level 4 with experience in supply chain management, procurement, or contracts administration.

The successful applicant will become a part of Northrop Grumman’s Surveillance & Targeting Business Unit within the Space Sector.

Responsibilities will encompass the full range of the subcontract acquisition process including preparation and execution of a mixed portfolio of subcontracts while ensuring compliance to company policies and procedures. The ideal candidate will understand the Buyer and the Seller roles in establishing mutually successful business arrangements, with experiences in work specifications and solicitations/bid packages, proposal evaluation, price and term negotiations, development of contractual documentation and post award administration.

The candidate will support a team-based organization and perform activities in a variety of cross-functional areas including but not limited to strategic analysis, complex negotiations, procurement execution/award, finance, and internal customer service.

Ideal candidates are generally experienced in one or more areas of the procurement or contractual function(s), developing business relationships, and demonstrating an affinity for working with, or understanding both manufacturing and technology. This position is responsible for executing major procurement activities and providing contractual support and documentation to suppliers in support of proposals and programs.

This job is a hybrid position located in Linthicum, MD.  The position will require a minimum of 50% on-site presence.  This is not a telecommuting/virtual position. No relocation allowance provided.

Roles and responsibilities include:

  • Sources and procures specialized goods and services. 
  • Source selection from contract proposal to execution phases. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users. 
  • Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. 
  • ​Provide subcontractor pricing, deviations from scope and/or terms and conditions, comprehensive cost analysis and justifications, and technical data assertions to the Contracts group during the proposal preparation phase.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations. 
  • Negotiate and write formal/compliant major subcontract awards, processes internal justifications, and document files in preparation for internal and external audits.
  • Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.  

Basic Qualifications: 

  • Bachelor’s degree and 8 years of relevant experience in supply chain, procurement, subcontracts or contracts. Or in lieu of a degree, 12 years of relevant experience in supply chain, procurement, subcontracts or contracts.
  • Proficiency in MS Office suite
  • Must be able to obtain and maintain an SCI clearance

Preferred Qualifications:

  • Professional experience in a regulated industry; to include Aerospace & Defense, Insurance, Financial Services, Telecommunications
  • SAP experience Knowledge of FAR/DFARS
  • Demonstrated experience with multiple contracting formats, including Firm Fixed Price and/or Cost Reimbursable
  • Familiarity with terms and conditions, and/or special contract clauses/types such as: long term agreements and intellectual property agreements
  • Demonstrated negotiation experience
  • Top Secret/SCI clearance

Primary Level Salary Range: $112,200.00 - $168,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
