RMC is hiring an Acquisition Policy Support Specialist to support our Navy customer in Indian Head, MD. Duties may include:

  • Policy Analysis & Advisory Support:
    • Analyze and provide advisory support regarding the interpretation of Federal, Department of War (DoW), Department of the Navy (DON), NAVSEA, and local acquisition regulations.
    • Assist Government personnel in bridging knowledge gaps related to recent FAR overhauls and new Executive Orders by researching changes, summarizing impacts, and recommending implementation strategies.
    • Draft, review, and recommend updates to local policies, instructions, and procedures for Government review and final approval, ensuring compliance with higher-level regulations.
  • Process Optimization & Tool Management:
    • Review and evaluate current contracting tools, including templates, handbooks, and Standard Operating Procedures (SOPs), to recommend process efficiencies and regulatory updates.
    • Maintain and manage the 021 Policy Division SharePoint site, ensuring that all published policies, updated templates, and contracting resources are current, organized, and easily accessible to the acquisition workforce.
  • Program & Data Support:
    • Provide analytical and administrative support for the preparation and execution of the Procurement Surveillance Program (PSP).
    • Assist with data collection, compilation, and reporting to support data calls originating from DoW, DASN, NAVSEA HQs, or other directing entities.
  • Strategic Communication & Meeting Support:
    • Participate in meetings as an advisory Subject Matter Expert (SME) to provide insight on strategic issues. Draft appropriately reasoned responses based on established regulatory or policy guidance for Government review and dissemination.
    • Conduct independent research and analysis to recommend appropriate acquisition approaches to Government Contracting Officers. Advise on the depth of analysis or review required under current departmental guidance.
    • Assist Government personnel by drafting materials for and helping facilitate procurement training and informational meetings with internal customers.

Requirements

  • An active DoD Secret clearance is required to start. Applicants selected may be subject to a security investigation and must meet eligibility requirements for access to classified information.
  • Candidate must possess an Associate's degree with five (5) years of relevant experience performing related duties or a High School diploma or GED equivalent with seven (7) years of relevant experience.
  • Must have excellent proficiency using the following Microsoft 365 applications (Outlook, Word, Excel, PowerPoint, Teams)

Highly Desired Skills:

  • Demonstrated ability to analyze complex problems, review procedures, and recommend actionable solutions.
  • Strong ability to plan, coordinate, and execute individual assignments with maximum independence to meet project goals.
  • Excellent written and oral communication skills, with the ability to draft clear, professional correspondence and policy documents.
  • Skill in utilizing automated systems and applications, with specific proficiency in managing and updating Microsoft SharePoint sites.
  • Familiarity with agency policies, procedures, and initiatives, and the ability to assist in facilitating procurement training and customer meetings.
  • Comprehensive knowledge of procurement law, as well as Federal, DoW, and Navy contracting regulations (FAR, DFARS, NMCARS) and Executive Orders applicable to the acquisition process.
  • Advanced understanding of "cradle-to-grave" contracting processes to effectively support the policies and procedures of the Contracts Department.
  • Demonstrated ability to independently conduct research/analysis and recommend strategies for regulatory compliance.
  • Comprehensive knowledge of higher-level policy (Federal, DoW, DoN, NAVSEA) sufficient to draft and recommend revisions for policy memos, instructions, and local SOPs.
  • Ability to translate complex regulatory changes (such as FAR overhauls) into digestible guidance, templates, and handbooks for the contracting workforce.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $110,000 to $159,000 (annually).
